Objectives

The primary objectives of this tender are to supply and deliver comprehensive training programs for Johannesburg Water apprentices. The training includes occupational qualification courses, gap closure training, trade test preparation, and facilitating up to two trade test attempts for apprentices in specific trades (Fitting, Electrical, Welding). The aim is to enhance the skills and competencies of apprentices to meet industry standards and facilitate their successful certification.

Scope

The scope of work encompasses:

• Conducting an initial assessment (e.g., ARPL) to identify skill gaps among apprentices.
• Providing practical training modules tailored to apprentices' needs in Fitting (4 apprentices), Electrical (3 apprentices), and Welding (1 apprentice).
• Delivering a maximum of 3 weeks of trade test readiness training, including simulation of actual trade test conditions.
• Facilitating external summative assessments (trade tests) with administrative arrangements for two attempts per apprentice.
• Ensuring training and assessments are completed between July 2026 and December 2026.
• Providing a training venue within 20 km of Johannesburg CBD, accessible by public and private transport.

Technical Requirements

To qualify, bidders must:

• Hold valid accreditation with the QCTO as a Trade Test Centre for the specific trades (Fitting, Electrical, Welding).
• Have valid registrations for examiners and moderators conducting trade tests.
• Submit proof of accreditation and registration, including reference letters from previous clients for similar projects (excluding JWater).
• Deliver a structured training program covering all phases: gap closure, trade test readiness, and external trade assessments.
• Ensure administrative handling of trade test bookings with relevant SETA or NAMB bodies.
• Complete all training and assessments within the specified timeframe (July to December 2026).

Skills Requirements

Qualified bidders must demonstrate:

• Accreditation as a recognized Trade Test Centre for the relevant trades.
• Experience in artisan training, assessment, and certification processes.
• Capability to conduct practical and theoretical training aligned with industry standards.
• Ability to organize and manage trade test logistics, including administrative and booking arrangements.
• Proven track record with references from previous similar projects.
• Knowledge of the applicable accreditation and registration requirements with QCTO, SETA, and NAMB.
