Objectives

The primary objective of this tender is to supply, deliver, off-load, service, remove, and dispose of waste skip bins on an as-and-when-required basis. The service aims to facilitate waste management at various Johannesburg Water wastewater treatment works over a period of six weeks, ensuring proper handling and disposal of waste in compliance with environmental legislation.

Scope

The scope includes:

• Provision of 6m³ solid waste skip bins at five wastewater treatment works (Bushkoppie, Ennerdale, Goudkoppies, Northern, and Olifantsvlei).
• Scheduled servicing, removal, and disposal of waste bins on an as-needed basis for six weeks.
• Transportation of waste to registered landfill sites (Class A and Class B) in accordance with environmental standards.
• Submission of service slips, waste manifests, weighbridge slips, and disposal certificates for each service.
• Provision of an assistant during waste bin delivery and removal operations.
• Compliance with all relevant environmental laws, City of Johannesburg bylaws, and operational requirements.

Technical Requirements

The technical requirements specify that:

• The service provider must supply suitable trucks capable of lifting and transporting 6m³ steel waste skip bins.
• Waste must be disposed of at licensed, registered landfill sites (Class A for hazardous waste, Class B for non-hazardous waste).
• All waste collection and disposal must adhere to the National Environmental Management Waste Act and Johannesburg Water operational standards.
• Service slips, waste manifests, weighbridge slips, and safe disposal certificates must be provided for each collection.
• The provider must be prepared to immediately address and clean up any spillages or incidents during operations.

Skills and Requirements

The bidder must demonstrate:

• Registration on the Central Supplier Database (CSD).
• Provision of valid BBBEE certificates or sworn affidavits.
• Compliance with environmental permits, including waste transportation certificates, hazardous landfill permits, and transport permits from the City of Johannesburg.
• Submission of a valid Letter of Good Standing from the Department of Employment and Labour.
• Availability of an emergency preparedness plan.
• Attending a compulsory site briefing session.
• Experience in waste management operations, including transportation and disposal at licensed landfill sites.
• Ability to provide qualified personnel and suitable equipment to meet technical and environmental standards.
