Objectives

The primary objective of this tender is to appoint a qualified construction contractor to design and build a guard house at the Mandala Traffic Testing Station. The municipality aims to secure a competent service provider capable of delivering high-quality infrastructure within agreed timelines, while complying with statutory, financial, and preferential procurement frameworks.

Scope of Work

The successful bidder will undertake the full construction cycle of the guard house, encompassing civil works, structural erection, finishes, and site preparation. Responsibilities include project planning, resource allocation, strict adherence to health and safety regulations, and submission of a detailed programme of works alongside a monthly cash-flow schedule. The contractor must also provide a twelve-month warranty from delivery/acceptance and maintain all works until final handover.

Technical Requirements

• CIDB Classification: Minimum 2GB grading required.
• Mandatory Documentation: Tax Compliance Status PIN/certificate, Central Supplier Database (CSD) registration proof, B-BBEE verification certificate or sworn affidavit, company registration documents, and certified completion certificates for similar projects executed within the past ten years.
• Financial Standing: Proof that municipal rates, taxes, and service charges for the company and its directors are not overdue by more than three months, or an official exemption letter from the relevant local authority.
• Bid Submission Rules: Sealed bids must be physically deposited in the designated bid box before the closing deadline. Late, incomplete, unsigned, pencil-completed, or electronically submitted bids will be disqualified. Attendance at a compulsory site briefing is mandatory.
• Pricing & Validity: Firm, all-inclusive pricing (VAT included) is required. Bids remain binding for ninety (90) days post-closing.
• Performance Security: A ten percent (10%) performance guarantee issued by a registered financial institution must be provided upon contract award.
• Quality Assurance & Penalties: Works are subject to inspection and testing. Non-compliant deliverables will be rejected at the contractor’s expense. Daily penalties apply for delays, calculated at the prevailing prime interest rate. The municipality retains termination rights for default, insolvency, or collusive/fraudulent conduct.

Skills and Personnel Requirements

Evaluation follows a functionality threshold of seventy (70) out of one hundred points. Key personnel must possess the following qualifications and experience:

• Contract Manager: National Diploma in Civil Engineering with a minimum of five years’ experience managing comparable building projects.
• Site Agent: National Diploma in Civil Engineering with at least five years’ experience supervising similar construction works.
• Foreman: Minimum five years’ relevant experience in construction supervision.
• Construction Health and Safety Officer (CHSO): At least three years’ experience holding a SAQA-accredited qualification in construction health and safety.

Plant and Equipment: Contractors must demonstrate ownership or guaranteed access to: one bakkie/pick-up (1-tonne payload), one half truck (2-tonne payload), one concrete vibrator (45–60 mm poker), one concrete mixer (350-litre capacity or higher), and one excavator or TLB (minimum 6-tonne operating weight).

• 80/20 Preference Points System: A government procurement scoring mechanism where eighty percent of evaluation points are awarded for competitive pricing, and twenty percent are allocated for socio-economic transformation goals, including black ownership, women ownership, youth participation, and disability inclusion.
• CIDB 2GB Grading: A Construction Industry Development Board classification denoting competency to execute small-scale building contracts. It verifies that the contractor possesses adequate financial turnover, technical expertise, and project management capacity for low-to-medium value works.
• Performance Security: A financial instrument (typically a bank guarantee or surety bond) required to safeguard the client against contractor default, non-performance, or breach of contractual obligations during the project lifecycle.
