Tender Summary: Seshego Labour Centre – Repairs and Refurbishment (Mechanical Engineering Services)

Objectives

The primary objective is to appoint a qualified service provider to deliver professional mechanical engineering services for the repair, refurbishment, and structural renovation of the Seshego Labour Centre. The project focuses on upgrading mechanical systems, roofing, and associated building infrastructure while ensuring compliance with national standards, sustainability targets, and government employment initiatives.

Scope of Services

The appointed provider will execute mechanical engineering services across six standard project stages:

• Inception & Concept Design: Feasibility studies, site inspections, and preliminary design development aligned with client requirements.
• Detail Design: Finalisation of technical drawings, specifications, and construction cost estimates.
• Documentation & Procurement: Preparation of tender documentation, coordination with quantity surveyors, and contractor evaluation support.
• Contract Administration & Inspection: Site supervision, variation management, payment certification, and progress monitoring.
• Close-Out: Defect rectification verification, final account compilation, and handover documentation.

Additional services include construction monitoring (Level 1 part-time or Level 2 full-time), integration of Occupational Health and Safety Act (OHSA) regulations into designs, environmental management plan oversight, and administration of targeted procurement goals such as the Expanded Public Works Programme (EPWP).

Technical Requirements

• Regulatory Compliance: Strict adherence to the National Building Regulations, OHSA, Environmental Conservation Act, SANS standards, and applicable municipal by-laws.
• Software & Reporting: Use of compatible CAD/BIM software for interoperability. Monthly progress reports, annual accrual reports, and updated Project Execution Plans (PEPs) must be submitted.
• Labour-Intensive Works (EPWP): Designs and implementation must follow DPWI EPWP guidelines. Providers must track and report on job creation, worker demographics, wage rates, and training outcomes using prescribed templates.

Skills & Qualifications Requirements

• Professional Registration: The tendering entity must operate under the full-time direct supervision of an ECSA-registered professional mechanical engineer or mechanical engineering technologist. Proof of registration, CVs, and certified IDs for all key personnel must be submitted.
• EPWP Competency: Staff directing labour-intensive components must hold NQF Level 7 unit standards (or equivalent QCTO qualification) for strategy development, and those administering contracts must hold NQF Level 5 qualifications.
• Experience & Capacity: Demonstrated experience on comparable projects within the past five years, including references, appointment letters, and evidence of financial viability. Risk assessments will evaluate technical capability, contractual performance, and human resource allocation.
• B-BBEE & Compliance: Mandatory Broad-Based Black Economic Empowerment (B-BBEE) ownership criteria apply. Preference points are allocated for enterprises at least 51% owned by black people, black women, youth, or persons with disabilities.
