Tender Summary: Supply of 2 Tier Tea Trolley

Objectives

The primary objective is to procure four (4) durable, heavy-duty stainless steel tea trolleys to support ward-level meal transport and service operations at Nkonjeni Hospital. The procurement simultaneously aims to advance national economic transformation by prioritizing youth-owned enterprises through a structured preferential scoring mechanism.

Scope

This is a one-off supply contract for four units. The successful bidder will deliver all items directly to Nkonjeni Hospital. Pricing must be all-inclusive, firm, and remain valid for ninety (90) days. The contract is governed by standard Government General and Special Conditions of Contract. All supplied goods must be brand new, unused, and retain a minimum validity period of six months upon delivery. Late submissions will be rejected outright.

Technical Requirements

• Material & Construction: Heavy-duty 304 stainless steel with robust 25x25mm framing profiles.
• Design: Two-tier configuration specifically engineered for safe transport and serving within hospital wards.
• Components: Equipped with braking mechanisms (specified dimensions: approximately 89 x 53 x 940mm).
• Compliance Verification: Bidders must explicitly mark "Yes" or "No" against each specification point. Only quotations that fully comply with or exceed the stated specifications will proceed to evaluation.
• Packaging & Delivery: Goods must be securely packed to prevent transit damage. All delivery costs must be factored into the quoted price.

Skills Requirements

No specialized technical or engineering skills are mandated. However, bidders must demonstrate strong administrative, logistical, and compliance capabilities, including:

• Active registration and successful verification on the Central Suppliers Database (CSD).
• Valid tax clearance status, verifiable via SARS PIN.
• Ability to submit B-BBEE Level Verification Certificates or sworn affidavits for SMME classification.
• Proven track record of fulfilling public sector orders without default.
• Proficiency in accurately completing mandatory Standard Bid Documents (SBDs) without altering official templates.

Key Procurement Terms & Conditions

• 80/20 Preference Point System: A South African procurement scoring model allocating 80 points to competitive pricing and 20 points to specific socio-economic goals (in this case, enterprises that are 100% owned by youth).
• Prime Interest Rate Penalty: Financial deductions applied daily for delayed deliveries, calculated using the prevailing prime lending rate until the goods are successfully received.
• SBD Documentation Rules: Standardized government forms must be completed exactly as printed. Retyping or redrafting official quotation forms is strictly prohibited; photocopies bearing original wet signatures are acceptable.
• Anti-Collusion & Cover-Quoting Prohibition: Submitting multiple bids under different company names for the same tender constitutes fraud. Violations result in immediate disqualification, potential contract cancellation, and restriction from doing business with the public sector for up to ten years.
