Tender Summary

Objectives

The primary objective is to appoint a qualified service provider to supply, deliver, install, and convert seven (7) rural solar highmast lighting systems to 400–600W luminaires. Additionally, the project requires the re-instatement and grid connection of forty-two (42) existing solar lights to the Eskom streetlight network across Wards 1, 4, 5, 6, 7, 9, and 13.

Scope of Work

The successful bidder will manage the end-to-end execution of the lighting upgrade over a two-month period. Key deliverables include:

• Supply, installation, and commissioning of upgraded luminaires and reconnected streetlights.
• Preliminary site establishment, including fenced temporary offices, secure storage, and project signage.
• Provision of personal protective equipment, site security, and a community liaison officer fluent in Zulu.
• Strict compliance with Occupational Health and Safety (OHS) regulations and Expanded Public Works Programme (EPWP) monthly reporting.
• Submission of comprehensive method statements, cash flow projections, and risk management plans.

Technical Requirements

• CIDB Registration: Minimum grading of 2EP or 3EP (Electrical Engineering Projects).
• Permits & Certifications: Valid Eskom Low Voltage Permit card for all electrical personnel.
• Equipment Availability: Proof of ownership or lease agreements for an 8-ton crane truck with a hydraulic bucket/cherry picker, and one or more 1-ton bakkies.
• Documentation: Detailed construction method statements, preliminary approach plans, time programmes, and OHS/risk management frameworks.
• Contractual Compliance: Adherence to standard government General Conditions of Contract, including insurance coverage, workmanship warranties (minimum 12 months post-delivery), and submission of performance security within thirty days of award.
• Bid Format: Official municipal forms completed in full, with detailed VAT-inclusive pricing quotations.

Skills & Personnel Requirements

• Site Supervision: Lead foreman or supervisor must possess either:
  • Three or more years of direct experience in streetlight/highmast projects with a National Diploma/NQF Level 6 in Electrical Engineering or N6 qualification, plus a trade test and supervisory skills certificate; OR
  • One to two years of relevant experience with an NQF Level 5/N5 equivalent qualification and corresponding certificates.
• Proven Track Record: Certified evidence of past similar installations, including signed appointment letters, completion certificates, and verifiable client contact details.
• Financial Capacity: Demonstrated ability to fund and execute the scope of work.
• Key Personnel Disclosure: Submission of abbreviated CVs for all designated staff, aligned with functionality scoring criteria.

Notes on Unusual or Complicated Terms

• CIDB Grading (2EP/3EP): A South African Construction Industry Development Board classification that certifies a contractor's competency, financial strength, and track record in electrical engineering works. Higher grades permit contractors to undertake larger or more complex municipal projects.
• Eskom Low Voltage Permit Card: Mandatory authorization issued by Eskom permitting technicians to safely install, maintain, and interconnect low-voltage electrical systems to the national distribution grid. Ensures compliance with national safety and technical standards.
• 80/20 Preference Points System: A public procurement evaluation model where eighty percent of the total score is awarded based on bid price competitiveness, and twenty percent is allocated to socio-economic transformation goals (e.g., black ownership, SMME/QSE status, local enterprise promotion, and job creation).
• Performance Security: A financial guarantee (typically a bank guarantee or cashier's cheque) required from the successful bidder to protect the municipality against non-performance, delays, or contract breach. It is refunded upon satisfactory completion of the warranty period.
