The primary objective of this quotation is to procure and deliver durable, standardized wall-mounted notice boards and magnetic year planner whiteboards to support administrative communication and information display at the designated provincial health facility.

Scope

The procurement covers the supply and delivery of nine (9) units of office signage equipment to Dr Pixley Ka Isaka Seme Memorial Hospital. The scope encompasses:

• Seven (7) wall-mounted aluminium frame notice boards measuring 1200mm x 1200mm in Laurel Grey.
• Two (2) wall-mounted magnetic annual planner aluminium frame whiteboards measuring 1200mm x 2400mm.

All goods must be transported and delivered to the specified hospital location, with all associated delivery costs fully incorporated into the quoted price.

Technical Requirements

Bidders must ensure that all supplied items strictly adhere to the following specifications and quality standards:

• Dimensions & Construction: Notice boards must feature a 1200mm x 1200mm surface with an aluminium frame. Whiteboards must measure 1200mm x 2400mm, include an aluminium frame, and possess functional magnetic properties.
• Colour & Finish: Notice boards must be Laurel Grey. All products must be brand new, unused, and free from manufacturing defects.
• Condition & Validity: Second-hand or expired products are strictly prohibited. All items must maintain a minimum validity period of six months upon delivery.
• Compliance Confirmation: Bidders must formally confirm specification compliance on the official quotation form. Goods should align with relevant South African National Standards (SANS/SABS) where applicable.
• Pricing & Validity: Quoted prices must be firm and remain binding for ninety (90) days. VAT must be clearly itemized if the bidder is a registered vendor.

Skills and Experience Requirements

This quotation emphasizes commercial capacity and proven delivery track records rather than specialized technical skills. Bidders must demonstrate:

• Proven Delivery Experience: Submission of at least one valid order and delivery note confirming prior supply of similar goods to either a private or public health facility.
• Financial Stability: Alternatively, a bank statement or financial declaration confirming a balance of no less than forty percent (40%) of the total quotation value, dated within one month of submission.
• Regulatory Compliance: Active registration on the Central Supplier Database (CSD), valid tax clearance documentation, and a B-BBEE status level verification certificate or sworn affidavit (for EMEs/QSEs).
• Performance Reliability: A clean operational history, with no prior defaults on undelivered orders without acceptable justification, which would result in immediate disqualification.

This quotation incorporates standard South African public sector procurement mechanisms alongside specific evaluation criteria:

• 80/20 Preference Point System: Evaluation is weighted 80% on price and 20% on specific socio-economic goals. The twenty points are exclusively allocated to promote enterprises physically located within the Inanda, Ntuzuma, or Kwamashu catchment areas.
• Mandatory SBD Forms: Bidders must complete Standard Bidding Document (SBD) forms, including SBD4 (Disclosure of Interest to prevent conflicts involving state employees) and SBD6.1 (Preference Points Claim Form).
