The primary objective is to conduct a comprehensive condition assessment of the existing fire fighting system at the Port of East London tanker berth. The assessment aims to identify historical failure points, evaluate current operational readiness, verify compliance with modern safety and engineering standards, and develop actionable strategies for repair, replacement, and long-term maintenance to mitigate fire hazards and ensure continuous port operations.
The project covers a multidisciplinary engineering evaluation across four core areas:
Key deliverables include a detailed condition assessment report, updated as-built drawings, repair and coating specifications, a standardised Bill of Quantities, equipment inventory register, preliminary cost estimate, repair prioritisation matrix, a compliant maintenance plan, and formal handover training for the employer’s team.
Tenderers must implement rigorous inspection and testing protocols, including borescope examinations, ultrasonic thickness testing (minimum three readings per metre), and multi-method non-destructive testing on welds and fittings. Foam systems require ratio accuracy validation and discharge performance benchmarking. Control systems demand precise timing analysis for valve actuation, pre-priming cycles, and hydraulic surge modelling to assess hammer risks. The execution timeline must not exceed twenty weeks and requires a Level 3 work schedule in MSP or Primavera format. A comprehensive Health, Environment, and Safety (HES) management plan, site-specific risk assessment, and proof of regulatory compliance are mandatory. All methodologies must align with recognised marine, fire protection, and engineering standards.
Three critical roles are strictly evaluated through documented qualifications and post-registration experience:
All proposed personnel must submit verified CVs, contactable references, and certified copies of qualifications. Evaluation scoring heavily emphasises prior project experience (minimum three client reference certificates), method statement depth, programme feasibility, and HES planning capability.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
