The primary objective of this procurement is to secure the supply and delivery of fifty units of disposable laparoscopic scissors to the Theatre Department at Madadeni Hospital. The aim is to ensure uninterrupted access to high-quality, sterile, single-use electrosurgical instruments that support safe and effective laparoscopic surgical procedures.
The contract encompasses the complete supply, packaging, and delivery of 50 units of disposable laparoscopic scissors to the designated hospital theatre. This is a once-off agreement with a quotation validity period of ninety days. The supplier is responsible for meeting all technical specifications, ensuring timely delivery, maintaining product sterility and shelf-life, providing statutory warranty coverage, and fulfilling all administrative, regulatory, and evaluation requirements stipulated by the KwaZulu-Natal Department of Health.
Bidders must supply instruments that strictly conform to the following clinical and manufacturing specifications:
Additional technical conditions require that all products be new, unused, and possess a minimum remaining shelf life of six months upon delivery. Items must comply with applicable South African National Standards (SANS/SABS). The procuring authority reserves the right to request physical samples from compliant bidders for verification against the specification sheet.
No specialized professional certifications are mandated; however, bidders must demonstrate operational readiness and regulatory compliance through the following:
80/20 Preference Point System: Evaluation allocates 80 points to price competitiveness and 20 points to specific transformation goals. Full points are awarded to enterprises that are at least 100% owned by Black Africans. Ownership documentation must be provided to claim these points.
Warranty & Defect Liability: Suppliers warrant that goods are free from design, material, or workmanship defects. Coverage lasts twelve months post-delivery or eighteen months from shipment, whichever occurs first. Defective items must be repaired or replaced at the supplier’s expense.
Delay Penalties: Late delivery incurs financial penalties calculated daily using the current prime interest rate applied to the delayed portion of the contract value. Persistent failure may result in contract termination and potential restriction from public sector procurement for up to ten years.
Performance Security: Upon contract award, the successful bidder may be required to furnish performance security (e.g., irrevocable bank guarantee or certified cheque) within thirty days.
Payment Terms: Invoices supported by delivery notes will be processed within thirty days of submission, payable in South African Rand. Prices must remain firm throughout the contract period and include all delivery costs.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
