The primary objective is to procure and deliver specialised mobility buggies to support patient care and postural management at St Chads Community Health Centre. The procurement aims to ensure high-quality, durable equipment that meets clinical needs while adhering to provincial supply chain management policies and promoting local economic development.
This is a one-off supply contract for six medium adult buggies and four large adult buggies. The scope encompasses the complete delivery of goods to the designated facility within seven days of order placement. The supplier is responsible for ensuring all items are new, compliant with prescribed specifications, and accompanied by all mandatory compliance and delivery documentation. Standard warranty provisions and after-sales support are included.
No specialised clinical or professional skills are mandated for the supplier. Standard commercial and logistical competencies are expected, including inventory control, freight coordination, timely delivery execution, and accurate preparation of mandatory government returnable documents. Basic understanding of medical equipment handling and safe transport protocols is advisable.
80/20 Preference Point System: Evaluation uses an 80-point price component and a 20-point component specifically allocated to enterprises manufacturing or producing goods within KwaZulu-Natal. This incentivises local economic participation.
SBD Documentation: Bidders must submit Standard Bidding Document forms, including SBD4 (disclosure of any personal or business relationships with state employees to prevent conflicts of interest) and SBD6.1 (claim form for preference points based on specific goals).
Central Suppliers Database (CSD): Registration and verification on the national CSD platform is mandatory. Tax clearance status must be validated through the South African Revenue Service.
Performance Security & Warranty: Successful bidders may be required to furnish performance security within thirty days of award. A twelve-month warranty covers defects arising from design, materials, or workmanship, with repair or replacement costs borne by the supplier.
Delay Penalties: Failure to deliver within the stipulated timeframe triggers financial penalties calculated at the current prime interest rate per day until actual delivery, alongside potential contract termination rights.
Four-Stage Evaluation: Quotations undergo strict sequential screening: administrative compliance, delivery capacity, specification adherence, and finally price/preference scoring. Non-compliance at any stage results in immediate disqualification.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
