Objectives

The primary objective is to procure durable, high-quality seating furniture to furnish patient recreational areas at Fort Napier Hospital, ensuring comfort, safety, and compliance with provincial health department standards.

Scope

The tender covers a once-off supply and delivery of fifteen (15) two-seater black leather couches to the hospital premises. The contract includes provision of warranty documentation, adherence to delivery timelines, and full compliance with the KwaZulu-Natal Department of Health procurement framework.

Technical Requirements

• Configuration & Finish: Two-seater design, black colour, leather upholstery.
• Load Bearing: Must safely accommodate up to 200 kg per unit.
• Quality & Certification: Products must be SABS approved, new/unused, and manufactured using specified wood and materials. Expired or second-hand goods are strictly prohibited.
• Documentation: Valid guarantee/warranty slip required. Bidders must formally confirm compliance with the attached specification form.
• Samples: Physical samples will be requested from the top three scoring bidders for technical scrutiny. All testing and submission costs are borne by the bidder.
• Pricing & Delivery: All-inclusive delivered pricing. Quotes must remain firm for 90 days. Delivery costs to the prescribed hospital location must be fully incorporated into the quoted price.

Skills & Capacity Requirements

• Regulatory Compliance: Active Central Supplier Database (CSD) registration with verified status, plus a valid SARS tax clearance certificate or PIN.
• Operational Capability: Demonstrated ability to manufacture or source furniture meeting structural and material standards, with reliable logistics for timely delivery and installation.
• Administrative Competence: Ability to complete mandatory standard bidding documents (SBD 4 for conflict of interest disclosure, SBD 6.1 for preference claims) and submit BBBEE certificates or sworn affidavits to claim specific goal points.
• Sample Provision: Capacity to produce and deliver physical product samples promptly upon written request from the procuring authority.

Unusual or Complicated Terms

• 80/20 Preference Point System: An evaluation weighting model where 80 points are allocated to price competitiveness and 20 points to specific socio-economic goals. Full points are awarded exclusively to companies at least 51% owned by Black women.
• Cover-Quoting Prohibition: A strict anti-fraud measure forbidding multiple quotations from the same entity or affiliated parties to artificially influence pricing. Verification checks will be conducted, and violations result in immediate disqualification.
• Prime Interest Rate Delay Penalty: A contractual penalty clause where late delivery incurs daily financial deductions calculated using the prevailing prime interest rate until actual performance is completed.
• Performance Security: A post-award financial guarantee (typically a bank guarantee or cashier's cheque) required to secure contract fulfillment and protect the purchaser against supplier default.
