• Provision of arrival refreshments from 12:00 to 12:30
• Service of starters commencing at 12:45
• Main course service starting at 13:30
• Dessert service beginning at 14:00
• Thematic decoration aligned with a spring motif

No specific dietary restrictions were indicated, though the supplier must ensure meals are suitable for an elderly demographic. The scope excludes venue provision, which remains the responsibility of the municipality.

Technical Requirements

Bidders must demonstrate full compliance with municipal supply chain management frameworks. Mandatory submissions include:

• Completed MBD supporting documentation: MBD 4 (Declaration of Interest), MBD 6.1 (Preference Points Claim Form), MBD 8 (Declaration of Past Supply Chain Management Practices), and MBD 9 (Certificate of Independent Bid Determination)

• 80/20 Preference Point System: Evaluation allocates 80 points to price competitiveness, 10 points to B-BBEE status level, and 10 points to supplier locality within the Stellenbosch municipal boundary. Non-compliant B-BBEE declarations result in zero preference points.
• Original Sworn Affidavit Rule: Physical submission is mandatory for B-BBEE claims; digital or scanned copies are invalid for preference scoring and must be retained on file for the calendar year.
• Indemnity & OHS Compliance: Contractors assume full financial and legal responsibility for workplace safety, third-party injuries, and municipal property damage during execution, in accordance with occupational health and safety legislation.
• Independent Bid Determination: Bidders must certify that pricing, strategy, and bid preparation were developed independently without consultation, collusion, or information sharing with competitors.
