Objectives

The primary objective is to appoint a qualified supplier to procure, modify, and deliver four (4) three-metre shipping containers converted into functional hawker stalls equipped with stands, located at Ward 38 Qonce. The municipality seeks to establish compliant, ready-to-use commercial vendor units that support local economic activity and street trading initiatives.

Scope of Work

• Supply four (4) standard three-metre shipping containers.
• Convert each container into a hawker stall, including structural partitioning to divide the interior space.
• Install electrical infrastructure comprising LED lighting fixtures and multiple pin plug points per unit.
• Fabricate and attach stable stands or support frames for each stall.
• Conduct mandatory site visits to verify dimensions, ground conditions, and installation requirements prior to fabrication.
• Deliver all completed stalls within eight to twelve weeks following the issuance of an official municipal purchase order.
• Provide fixed, non-adjustable pricing that covers all materials, labour, conversion, transport, and installation costs for the duration of the contract.

Technical Requirements

• Mandatory registration on the Buffalo City Metropolitan Municipality Supplier Database and verification via the national Central Supplier Database (CSD).
• Valid tax compliance status confirmed through official government records.
• Submission of all prescribed Municipal Bidding Documents (MBDs), including declarations of interest, preference points claims, past supply chain practice disclosures, and independent bid determination certificates.
• Proof of Broad-Based Black Economic Empowerment (BBBEE) status via a SANAS-accredited verification certificate or a sworn affidavit for Exempted Micro Enterprises/Qualifying Small Enterprises.
• Photographic evidence and completion certificates demonstrating prior experience in container conversion projects.
• Compliance with the 80/20 preference points evaluation system, where eighty percent of scoring is allocated to price and twenty percent to specific socio-economic goals (BBBEE level and geographical locality).
• Acceptance of the National Treasury’s General Conditions of Contract 2015, with payment terms set at thirty days post-invoice receipt.
• Failure to respond to municipal verification requests within one day will result in immediate disqualification.

Skills and Experience Requirements

• Proven track record in sourcing, structurally modifying, and delivering shipping containers adapted for commercial or street-vendor use.
• Technical competency in metalwork, interior partitioning, roofing/weatherproofing, and basic electrical installations (lighting and power distribution).
• Project management capabilities to ensure timely fabrication, quality control, and delivery within the stipulated eight to twelve-week window.
• Familiarity with South African municipal procurement processes, compliance standards, and documentation protocols.
• Capacity to withstand municipal due diligence, including direct client references and portfolio verification.
