Description: TRAINING: BASIC ROAD MARKING/LINE PAINTING BY ROLLER AND BRUSH APPLICATION METHOD
Closing Date: 14/10/2026
Contact Person: J Lakabane
Contact Number: TEL 022 701 7164
To deliver structured training on basic road marking and line painting using roller and brush application methods. The programme aims to equip participants with foundational theoretical knowledge and hands-on competencies to execute road marking tasks safely, accurately, and in compliance with municipal operational standards.
The service encompasses end-to-end training delivery, including curriculum design, facilitation, provision of learning materials, and issuance of formal certification. The municipality will compensate the service provider based on actual attendee numbers rather than fixed enrolment quotas. Quotations must be priced per participant, include VAT, and remain valid for a minimum of 90 days beyond the closing date, with validity extending until 30 June 2027. Training commencement must occur within 14 days of receiving an official municipal order. The municipality retains the right to award zero units or adjust quantities as operational needs dictate.
80/20 Preference Point System: A standard South African public procurement scoring framework allocating 80 points to price competitiveness and 20 points to designated socio-economic goals, specifically Broad-Based Black Economic Empowerment (B-BBEE) status and business locality.
Locality Preference: Scoring awarded based on the supplier’s physical operating address falling within the municipality, district, or provincial boundaries. Claiming these points requires verified proof via municipal utility accounts or notarised lease/affidavit documentation confirming active business operations at the stated address.
MBD Documentation: Mandatory Municipal Bidding Documents (MBD 4, 6.1, and 9) that must be fully completed and signed. These forms declare potential conflicts of interest, claim preference points, and certify independent bid determination. Incomplete or missing submissions result in immediate disqualification.
Payment & Validity Conditions: Financial evaluation uses estimated quantities, but contractual obligations and payments are strictly tied to actual attendance. Quotes must explicitly state VAT inclusion and remain binding until the specified expiry date. The municipality reserves full discretion to accept partial or complete bids without obligation to award to the lowest bidder.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
