The primary objective is to procure and deliver essential medical and surgical consumables to Town Hill Hospital for immediate stock replenishment and clinical use. The procurement seeks to secure high-quality, compliant products while aligning with provincial preferential procurement policies that prioritise local economic participation and value for money.
The tender covers the supply and delivery of nine specific categories of medical and surgical items, including supraglottic airways, suction tubing, breathing bags, oxygen cushion masks, suction liners, adult breathing circuits, sterilisation wrapping paper, and plastic kidney trays. Quantities range from five to three hundred units per item. All goods must be delivered directly to the hospital's designated location, with all delivery costs incorporated into the quoted price. The contract has no fixed duration unless awarded, and validity of quotes is set at ninety days.
No specialised professional certifications are mandated, but bidders must demonstrate operational capacity to reliably supply medical-grade consumables. This includes maintaining adequate inventory, managing timely logistics to the hospital, and fulfilling statutory requirements such as Central Suppliers Database (CSD) registration and tax clearance. Suppliers must also possess strong administrative capability to accurately complete all mandatory returnable documents and withstand risk management checks regarding past delivery performance and default history.
The tender employs an 80/20 preference point system, allocating eighty percent of scoring to price and twenty percent to specific goals that award full points to enterprises manufacturing or producing within KwaZulu-Natal. Proof of local production (BBBEE certificate or sworn affidavit) is required to claim these points. Cover-quoting is strictly prohibited and subject to verification, with penalties including disqualification and potential public sector restrictions. Contracts include a standard warranty of twelve months from delivery or eighteen months from shipment, whichever occurs first. Delayed deliveries incur financial penalties calculated at the current prime interest rate per day. The department reserves the right to negotiate prices if quotations are deemed non-market related, and performance security may be required post-award.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
