The primary objective of this tender is to procure and deliver 19 hospital-grade beds (17 double and 2 single) to Nkonjeni Hospital for staff accommodation. The procurement aligns with national public supply chain management legislation, focusing on securing compliant, high-quality goods through a transparent, competitive process. A key objective is to promote socio-economic transformation by allocating preference points to historically disadvantaged enterprises, specifically targeting Black women-owned businesses.
This is a one-off supply contract for goods. The successful bidder will be responsible for delivering 17 double beds and 2 single beds to the designated hospital facility. The quotation validity period is 90 days, and the contract is awarded on a once-off basis. All transportation, handling, insurance, and applicable Value Added Tax (VAT) costs must be fully incorporated into the quoted price. Only firm pricing is accepted, and late submissions will be automatically rejected. The department reserves the right to accept or reject any quotation without obligation.
As this is a straightforward supply-of-goods tender, no specialized technical, engineering, or professional service skills are mandated. However, bidders must demonstrate operational and administrative capacity to execute the order efficiently. Essential capabilities include reliable sourcing, secure packaging, timely logistics coordination, and the ability to deliver within the agreed timeframe. Bidders must also possess the administrative competence to complete mandatory returnable documents, maintain accurate financial records, and comply with standard supply chain management protocols.
80/20 Preference Point System: Evaluation allocates 80 points for price competitiveness and 20 points for specific socio-economic goals. Full points are awarded to enterprises at least 51% owned by Black women. Points are calculated using a formula that rewards lower-priced tenders relative to the highest acceptable bid.
Mandatory Documentation: Submission of official Standard Bidding Document (SBD) forms is compulsory. SBD4 requires full disclosure of any personal or business relationships with Department of Health officials to prevent conflicts of interest. SBD6.1 is used to claim preference points based on ownership criteria. Central Supplier Database (CSD) registration and SARS tax compliance verification are mandatory; failure to validate tax status results in disqualification.
Performance, Warranty, and Penalties: Supplied beds carry a twelve-month warranty from delivery acceptance. Late delivery incurs daily financial penalties calculated at the current prime interest rate applied to the delayed portion of the contract. Persistent non-performance, fraudulent bidding, or collusive practices may lead to immediate contract termination and debarment from public sector procurement for up to ten years.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
