Closing Date: 19/10/2026

The primary objective of this tender is to procure and deliver a standardized batch of white, 100% polyester semi-transparent shower curtains to support municipal operations. The procurement process aims to secure a compliant, cost-effective supplier capable of meeting strict quality specifications, adhering to tight delivery timelines, and fulfilling all statutory supply chain management requirements.
The contract encompasses the supply and delivery of thirty (30) shower curtain units. Each unit must include twelve plastic hooks. Delivery is mandated within seven days following the issuance of an official order or appointment letter. The municipality reserves the right to adjust quantities, accept partial bids, or cancel orders if delivery deadlines are not strictly met. Pricing must be quoted on a per-item basis, excluding VAT, with all transportation and handling costs fully incorporated into the unit rate.
This tender does not require specialized engineering, manufacturing, or professional consulting skills. Success relies on standard commercial and logistical capabilities, including inventory management, efficient distribution coordination, and precise administrative execution. Suppliers must demonstrate proficiency in completing mandatory municipal bidding forms, maintaining active registration on the Central Supplier Database (CSD), and issuing legally compliant tax invoices. Strong attention to procedural compliance and documentation accuracy is essential.
80/20 Preference Point System: Evaluations allocate 80 points to price competitiveness and 20 points to specific socio-economic goals. Ten points are awarded based on the supplier’s Broad-Based Black Economic Empowerment (B-BBEE) status level, while ten points are allocated for geographical locality within the municipality, district, or province. Claiming these points requires valid, recently certified proof (B-BBEE certificates/affidavits and municipal account records, lease agreements, or detailed property owner affidavits).
Strict Submission Protocols: Quotations must be submitted in sealed envelopes clearly marked with the quotation number. Only original printed forms completed in black non-erasable ink are accepted; photocopies, faxes, digital submissions, or documents altered with correction fluid/tape will be disqualified. Late submissions are automatically rejected.
VAT Invoice Compliance: Payment processing is strictly contingent upon tax invoices meeting Section 20(4) of the VAT Act. The municipality accepts no liability for delayed payments resulting from invalid or non-compliant invoices.
Contract Formation: No legal binding agreement exists until an official order or appointment letter is formally issued. The municipality retains full discretion to award contracts based on total evaluated price rather than the lowest initial bid.

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.
Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements
To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting
