• Mandatory Sample Submission Protocol: Unlike typical goods tenders, this process requires the top three scoring bidders to provide physical samples or colour images for quality verification. Failure to submit compliant samples results in immediate disqualification or a complete restart of the bidding cycle.
• Prime Interest Rate Delay Penalties: Any delivery delay incurs daily financial penalties calculated using the prevailing prime interest rate, deducted directly from the contract value until goods are received.
• Provincial Disclosure of Interest (SBD4): Bidders must declare any personal, familial, or business ties with employees across the entire provincial Department of Health, not merely the procuring hospital.
