Objectives

The primary objective is to secure a reliable, one-off supply of critical surgical consumables for the Harry Gwala District Hospital unit. The procurement also aims to advance economic transformation by allocating preference points specifically to enterprises owned by youth, in line with provincial health department policy.

Scope

The contract covers the supply and delivery of the following items to the Harry Gwala warehouse:

• 15 units of reusable diathermy pads (patient return electrodes)
• 200 units of adult endotracheal tube holders

The agreement is a single-delivery contract with a ninety-day price validity period. The successful bidder is responsible for all transportation, insurance, and delivery costs to the designated facility. Goods must be delivered within the timeframe specified upon contract award.

Technical Requirements

All supplied items must be new, unused, and possess a minimum shelf life of six months from the date of delivery. Specific technical specifications include:

• Diathermy Pads: Must function as reusable patient return electrodes with an operational lifespan of two years.
• Endotracheal Tube Holders: Must accommodate adult tube sizes ranging from 5.0 to 10 mm, incorporate a built-in bite block, and feature internal foam padding for secure airway management.

Packaging must safeguard products against transit damage, extreme temperatures, and moisture. All goods must comply with relevant South African National Standards or equivalent medical device quality benchmarks. Additionally, the top three scoring bidders will be required to submit physical samples for objective clinical and technical verification before final contract allocation.

Skills and Compliance Requirements

Bidders must demonstrate competence in public sector supply chain management and regulatory compliance. Required capabilities include:

• Mandatory registration and active status on the Central Suppliers Database (CSD)
• Valid tax clearance verification through the South African Revenue Service (SARS)
• Completion of all prescribed statutory declaration forms (SBD 4, SBD 6.1, and official quotation templates)
• Knowledge of medical device distribution regulations, including SAHPRA authorization where applicable
• Ability to meet strict delivery schedules, provide performance security upon award, and navigate a five-stage evaluation process encompassing administrative compliance, specification adherence, pricing, preference scoring, and sample testing

• 80/20 Preference Point System: A scoring methodology used in South African public procurement. Eighty percent of the total score is awarded based on competitive pricing, while twenty percent is allocated for specific socio-economic goals. In this tender, the full twenty points are reserved for enterprises owned by youth, significantly impacting the final ranking.
• Sample Submission Stage: An objective evaluation phase where the three highest-scoring bidders must physically deliver product samples for independent testing. This ensures real-world compliance with clinical specifications. Failure to submit compliant samples may result in disqualification or a complete restart of the procurement process.
• CSD Registration: A national Treasury-mandated vendor database that verifies a supplier’s legal existence, banking details, and tax compliance. Active CSD status is compulsory for participation in all government tenders and quotations.
