Objectives

The primary objective is to procure reliable, compliant maintenance services for ultraviolet (UV) light systems at the designated provincial hospital. The procurement aims to ensure optimal system functionality, operational safety, and adherence to health standards. Additionally, the tender incorporates a preferential procurement framework designed to support economic transformation by allocating preference points to enterprises that are fully owned by Black Africans.

Scope of Work

The contractor will provide scheduled maintenance and servicing for five (5) UV light units at the hospital facility. The scope encompasses comprehensive on-site inspections, functional testing, component replacement, performance validation, and documentation. Services must align with the attached service schedule and manufacturer guidelines. The engagement operates under a standard government quotation framework, subject to general and special conditions of contract, with a validity period of ninety days for submitted quotes.

Technical Requirements

• Inspect and test lamp output, power cables, and electrical connections for integrity.
• Verify UV intensity using calibrated meters or external sensors if built-in indicators are unavailable.
• Assess the water system's ability to transmit UV light effectively.
• Clean, inspect, and replace quartz sleeves and O-rings to prevent fouling and maintain system efficiency.
• Install and secure safety caps following all maintenance interventions.
• Conduct leak detection tests during and after operation to ensure system containment.
• Strictly follow manufacturer-prescribed replacement intervals and cleaning protocols.
• Provide written confirmation that all supplied services comply with the published specification.

Skills and Qualifications Requirements

• Technicians must hold valid SAQCC certification, which serves as a recognized industry qualification verifying technical competency for service and maintenance personnel.
• The bidding entity must possess relevant CIDB ME1 registration, a Construction Industry Development Board classification denoting competence in mechanical and electrical works within specified monetary thresholds.
• Submit proof of financial capacity, such as a recent bank statement or sworn affidavit, demonstrating the ability to honor contractual obligations.
• Provide a notarized affidavit confirming the company is not insolvent, in receivership, bankrupt, wound up, suspended, or subject to adverse legal proceedings.
• Demonstrate prior relevant experience by submitting at least one verifiable order and delivery note from a public or private healthcare facility.
• Maintain active Central Supplier Database (CSD) registration, current SARS tax clearance, and valid Broad-Based Black Economic Empowerment (B-BBEE) status documentation.
• Complete and submit all mandatory administrative, compulsory, and mandatory returnable forms without omission or alteration.
