Objectives

The primary objective is to procure and execute the supply and installation of essential electrical components for three-phase air conditioning systems at the General Justice Gizenga Mpanza Hospital. The project aims to upgrade clinical cooling infrastructure while ensuring uninterrupted hospital operations, strict safety compliance, and long-term equipment reliability.

Scope of Work

• Supply and installation of specified electrical items for three-phase air conditioning units.
• Execution of all ancillary civil works, including masonry, patching, and painting, to restore building integrity post-installation.
• Contract duration is fixed at three weeks from the date of site handover, with a mandatory guarantee period of three calendar months from first delivery.
• All activities must occur on-site within an occupied healthcare facility, requiring stringent noise, dust, and service-disruption controls.
• Evaluation follows an 80/20 preference point system, where 80 points are allocated for competitive pricing and 20 points for socio-economic goals (specifically promoting South African-owned enterprises).

Technical Requirements

• Core Materials: Armoured cable (4mm x 4 Core, 50m length), waterproof isolator switch (3-pole, 35A, 440V, IP66 ingress protection rating), and CBI circuit breaker (3-pole, 45A).
• Regulatory Compliance: All installations must adhere to SABS 0142 (Wiring of Premises), KZNPA General Electrical Specifications, National Building Regulations, and the Occupational Health and Safety Act.
• Certificate of Compliance (CoC): A legally mandated document issued by a registered electrician confirming that the electrical installation meets national safety and wiring standards. This must be submitted upon project completion.
• Health & Safety Documentation: A comprehensive Health and Safety file detailing risk assessments, method statements, and site safety protocols is compulsory.
• Product Conditions: Only new, unused equipment is acceptable. Goods must retain a minimum validity period of six months. Quoted prices must be firm, all-inclusive, and cover transport, labor, taxes, and incidental services.

Skills & Qualifications Requirements

• CIDB ME 1 Registration: The Construction Industry Development Board grading that authorizes contractors to execute mechanical and electrical projects valued up to R20 million.
• SAQCC Certification: Mandatory registration with the South African Quality Control Council for HVAC, verifying that technicians meet national competency standards for air-conditioning installations.
• Electrician Trade Certificate: Valid licensing for lead electrical personnel overseeing high-voltage connections and breaker installations.
• Financial Capacity: Documentary proof (bank statement or sworn affidavit) demonstrating sufficient liquidity to fulfill contractual obligations.
• Administrative Compliance: Updated CIPC company registration, B-BBEE verification certificate or affidavit, Central Supplier Database (CSD) compliance report, and SARS tax clearance certificate.
• Past Performance: Evidence of at least one successfully completed order and delivery note from a public or private health facility to demonstrate relevant experience.
