Objectives

The Department of Health Kwa-Zulu Natal (Pietermaritzburg) seeks to appoint a qualified contractor to ensure the reliable operation of heating, ventilation, and air conditioning systems across its facilities. The objective is to secure a service provider for a three-year term to implement structured preventative maintenance and responsive repair strategies, thereby minimizing equipment downtime, extending asset life, and maintaining compliant environmental conditions.

Scope of Work

The contract covers comprehensive servicing and maintenance of HVAC systems for the duration of the agreement. The scope includes:

• Preventative Maintenance: Execution of scheduled inspections, cleaning, testing, and adjustments to identify potential issues before they result in failure.
• Servicing: Routine maintenance of system components to ensure optimal performance and energy efficiency.
• Repairs: Diagnosis of faults and execution of necessary repairs, including component replacement, to restore system functionality promptly.

Technical Requirements

Tenderers must meet specific industry classification standards to demonstrate capacity and capability.

• CIDB Contractor Grading 2ME or Higher: Tenderers must hold a minimum grading of 2ME from the Construction Industry Development Board. This grading assesses the contractor's financial performance, turnover, and experience. Grade 2ME specifically denotes a Mechanical Engineering contractor capable of executing projects up to a defined monetary threshold, ensuring the provider has the requisite scale and expertise for mechanical engineering works.

Skills Requirements

Personnel performing the work must hold verified trade qualifications and regulatory certifications.

• Trade Tested Refrigeration Artisan or Technician: Personnel must be "Trade Tested," meaning they have completed a formal apprenticeship and passed national trade tests administered by relevant bodies. This certification validates practical competency in refrigeration systems, installation, and troubleshooting.
• SAQCC Gas Registration (Category A or B): Staff handling gas-related equipment must be registered with the South African Qualifications Certification Council for Gas. This registration is a statutory requirement for working with refrigerant gases and gas systems. Categories A and B specify the pressure levels and capacities of gas installations the holder is authorized to service, ensuring compliance with safety regulations for high-pressure systems.
