Objectives

The primary objective of this tender is to renovate and upgrade the Bandlana Skills Centre located in Ward 30. The project aims to refurbish the existing facilities, extend certain sections, and improve infrastructure to enable the centre to operate optimally. The works include demolition, construction, installation of new facilities, paving, fencing, and related civil and structural enhancements, with an emphasis on labor-intensive methods and local resource utilization.

Scope

The scope of work encompasses:

• Demolition of existing structures and extension of the hall.
• Construction of a new 12m² kitchen and 5m² storage area.
• Development of additional ablution facilities (10m²).
• Installation of interlocking pavers over a 512m² parking area and fencing around the site.
• Civil works including site clearance, earthworks, drainage, fencing, and paving.
• Structural works involving foundations, columns, beams, and roofing in compliance with standards.
• Installation of electrical, plumbing, and drainage systems.
• Provision of signage, landscaping, and external finishes.
• Preparation of as-built drawings, environmental management, and safety plans.

Technical Requirements

The technical scope includes adherence to:

• Construction according to SANS 1200 standards and relevant South African National Standards (SANS).
• Design and construction of reinforced concrete foundations, beams, columns, and roofing as per engineer’s specifications.
• Installation of roofing with IBR sheeting, fascias, gutters, and downpipes, ensuring weatherproofing and durability.
• Brickwork, plastering, flooring, and ceiling works with specified finishes and quality standards.
• Electrical and plumbing installations compliant with safety and quality standards.
• Environmental management including erosion control, waste management, and pollution prevention.
• Implementation of health and safety regulations as per Occupational Health and Safety Act and Construction Regulations.
• Use of labor-intensive methods and local resources where feasible.

Skills Requirements

The tenderer must demonstrate:

• Relevant experience in renovation, refurbishment, and civil construction projects of similar scope and complexity.
• Qualified personnel including project managers, site agents, engineers, and safety officers with proven track records.
• Compliance with CIDB registration in contractor grading designation 4GB or higher.
• Capability to execute labor-intensive construction using local labor and resources.
• Knowledge of and ability to implement environmental and safety management plans.
• Ability to prepare and manage detailed programmes, quality control, and safety documentation.
• Proven financial stability and capacity to undertake the project within specified timelines and budget.
