Objectives

The primary objective of this tender is to appoint a qualified electrical contractor to supply, deliver, and install mini-substations. This initiative aims to upgrade and expand municipal power distribution infrastructure to support community development, industrial operations, and service delivery hubs within the Greater Kokstad area.

Scope of Work

The successful bidder will manage the end-to-end supply, delivery, and installation of electrical infrastructure across multiple municipal sites. The scope includes:

• Supply and delivery of one (1) 1000 kVA 11/.415 kV mini-substation designated for Community Resource Units (CRUs).
• Supply, delivery, and installation of five (5) 500 kVA 11/.415 kV mini-substations at Longhomes, Homes 2000 Bhongweni Location, H&H Blocks, Drakensburg Motors Industrial Sites, and the intersection of School Lane and Murray.
• Execution of all associated civil, mechanical, and electrical works required for safe commissioning, testing, and handover, in strict compliance with the detailed specifications and conditions outlined in the official bid documentation.

Technical Requirements

Bidders must satisfy rigorous technical, regulatory, and operational standards:

• CIDB Grading: Contractors must hold a minimum Construction Industry Development Board (CIDB) Engineering and Electrical Services grading of 5EP.
• Equipment Specifications: All supplied units must conform to standard municipal grid requirements for 11/.415 kV distribution networks.
• Operational Capacity: Bidders must demonstrate ownership or reliable access to the necessary plant, machinery, testing equipment, and logistical resources to execute the project without delay.

Explanation of Technical Terms: The CIDB 5EP grading certifies contractors capable of managing electrical engineering projects valued between R15 million and R30 million. The 11/.415 kV designation refers to a standard distribution transformer configuration that steps down medium-voltage primary lines to low-voltage secondary lines for commercial and residential consumption. CRUs are Community Resource Units, which function as localized administrative and service delivery centres.

Skills and Experience Requirements

Qualification is determined through a structured functionality assessment. Bidders must achieve a minimum threshold of 60 points to advance to the final pricing stage. The scoring framework evaluates:

• Company Experience (40 points): Documented history of successfully completing similar electrical infrastructure, transformer supply, and substation installation projects.
• Key Personnel (40 points): Deployment of suitably qualified professionals, including registered electrical engineers, site supervisors, project managers, and certified technicians with relevant trade credentials.
• Plant and Equipment (20 points): Proof of ownership or lease agreements for essential heavy machinery, cranes, cable-laying equipment, and safety/testing apparatus.

Additional Evaluation Context: Following functionality screening, the final award applies an 80/20 preferential point system. Eighty points are allocated to competitive pricing, while twenty points are reserved for specific municipal procurement goals focused on historically disadvantaged ownership structures and geographic business promotion within South Africa.
