Objectives

The Greater Kokstad Municipality wishes to appoint a reputable electrical contractor to supply, deliver, and, in one case, also install mini substations for municipal electricity distribution projects. The selection process includes an initial functionality assessment followed by a preferential procurement evaluation in terms of the 80/20 point system.

Scope of Work

The tender covers two specific projects:

• Project 1: Supply and delivery of one (1) 1000 kVA 11 / 0.415 kV mini substation for CRU's.
• Project 2: Supply, delivery, and installation of five (5) 500 kVA 11 / 0 ;415kV mini substations at several locations, including Longhomes; Homes 2000 at Bhongweni Location; H&H; Blocks; Drakensburg Motors industrial sites; and the corner of School Lane and Murray.

Technical Requirements

• Vendors must have a CIDB Grading of 5EP or higher.
• Substations must be 11 kV / 0.415 kV rating.
• Supply and delivery of one 1000 kVA mini substation.
• Supply, delivery, and installed installation of five 500 kVA mini substations.
• All works must meet the technical and safety provisions outlined in the tender documentation.

A briefing meeting is compulsory: It will take later on 01 September 2026 at 11h00 at the Adam Kok III Building, 75 Hope Street, Kokstad. Late attendees will not be admitted. The closing submission date and time is 14 September 2026 at 12h00, into the marked municipal tender box.

Evaluation Criteria: Two-Stage Process

The tender follows a two-stage process in terms of National Treasury Circular No. 53 and the Preferential Procurement Regulation, 2022.

Stage 1: Functionality

Bidders must achieve a minimum threshold of 60 points out of 100 to qualify for Stage 2. The functionality score is broken down as follows:

• Company Experience: 40 points
• Key Personnel: 40 points
• Plant and Equipment: 20 points

Stage 2: Preferential Points System (80 / 20)

Qualifying bids are then evaluated using the 80/20 system:

• 80 points: Price
• 20 points: Specific goals/preference

Preference points are awarded based on:

• Goal 1 – Ownership: up to 10 points
  • 5 points if owned 50% or more by Black People (verified via detailed CSD report).
  • 5 points if owned 50% or more by Women (verified via detailed CSD report).
• Goal 2 – RDP: up to 10 points
  • 10 points for businesses located in KwaZulu-Natal province (per Section J).
  • 5 points for businesses located in the Republic of South Africa (per Section J).

Bidders must submit all needed proof to claim preference points.

Important Terms and Unusual Requirements

• Mini substation: A single compact unit that steps down high-voltage electricity (e.g., 11 kV) to low-voltage distribution level (415 V) for supply to end-consumers.
• CIDB Grading 5EP or higher: A grading by the Construction Industry Development Board confirming the contractor's capability to perform electrical engineering works; 5 is a size/competency class while “ EP” means electrical engineering preference class.”
• Compulsory briefing meeting: A virtual/tender briefing is optional or not optional. In this case, bidders must attend because otherwise their tender may be rejected.
• Tender responsiveness: Late, telegraphic, e-mailed, or faxed bids will not be considered.
• The municipality does not accept the lowest or any bid, and it is not obliged to accept all bids in total; it may accept part of the bid.
• Although the tender must be placed into the municipal tender box, it still remains the bidder’s responsibility to ensure the documents are correctly submitted.

Compliant: Service providers must be properly qualified, experienced, and adequately equipped to carry out high-voltage electrical substation contracts in a municipal environment.
