Tender Summary: Air Conditioners

Objectives

The Department of Defence seeks to procure and install air conditioning equipment to ensure adequate climate control at its designated facility. The primary objective is to engage a competent contractor capable of supplying and installing split-unit air conditioners in compliance with government standards and safety regulations.

Scope of Work

• Supply: Provision of two (2) split unit air conditioners.
• Installation: Full installation of the supplied units, including necessary connections and commissioning.
• Specifications: Units must have a cooling capacity of 9000 BTU.
• Location: All services must be rendered at the PSSM Building B102, situated at Air Force Base Ysterplaat.

Technical Requirements

Tenderers must satisfy the following mandatory technical criteria:

• CIDB Grading: Contractors must hold a minimum Construction Industry Development Board (CIDB) grading of 1EB or higher.
• CSD Compliance: Tenderers must be fully compliant with the Central Supplier Database (CSD).
• COC Qualification: Tenderers must be qualified to issue a Certificate of Compliance (COC).

Explanation of Technical Terms

CIDB Grading 1EB

A classification system used in the South African construction industry. The code '1EB' indicates a contractor specialized in electrical works ('E') with a specific monetary limit ('1') for project execution. This grading ensures the contractor has the financial and technical capacity to undertake the scope of work.

CSD Compliance

Registration with the government's Central Supplier Database. This is a centralized repository where all state entities register suppliers. Compliance confirms the supplier is active, verified, and eligible to do business with the public sector.

Certificate of Compliance (COC)

A statutory document required for electrical installations. It certifies that the electrical work meets the applicable safety standards and regulations. Issuing a COC demonstrates that the installation is safe and legally compliant.

Skills Requirements

In accordance with the technical requirements, the successful tenderer must demonstrate:

• Proficiency in the installation, testing, and commissioning of split-unit air conditioning systems.
• Electrical trade skills and competency aligned with a CIDB 1EB grading.
• Capability to assess electrical installations and issue valid COCs upon completion.
• Operational ability to execute work within the security and operational environment of Air Force Base Ysterplaat.
