Tender Summary

Objectives

The primary objective is to appoint a competent contractor to deliver routine annual sampling, testing, and repair services for electrical transformers across uMngeni-uThukela Water’s infrastructure. The initiative aims to safeguard equipment reliability, prevent unplanned outages, and ensure compliance with industry safety and quality standards.

Scope

The contract covers the annual collection, laboratory analysis, and condition assessment of transformer oil, together with associated diagnostic testing and repair interventions. Services are structured as a recurring annual programme designed to mitigate oil degradation, maintain dielectric strength, and support uninterrupted municipal water operations.

Technical Requirements

  • Minimum contractor grading of 2EP or higher as prescribed by the Construction Industry Development Board (CIDB).
  • Compliance with national electrical safety regulations, environmental legislation governing oil handling and disposal, and recognised quality management standards.
  • Deployment of calibrated testing instruments, certified analytical laboratories, and manufacturer-approved repair techniques for power transformers.
  • Strict adherence to all procedural directives concerning tender preparation, sealing, submission, evaluation criteria, and contract administration as detailed in the official documentation.

Skills Requirements

  • Demonstrated experience in electrical asset maintenance, specifically transformer oil diagnostics, dielectric testing, and field repair operations.
  • Certified personnel with specialised knowledge in high-voltage equipment servicing, moisture/particulate analysis, and oil reclamation or replacement procedures.
  • Project management and logistical planning capabilities to coordinate annual service schedules across dispersed operational sites.
  • Familiarity with public sector procurement compliance and the ability to satisfy CIDB grading verification and documentation requirements.

Explanation of Specialised Terms

CIDB Grading 2EP: Denotes the South African Construction Industry Development Board’s contractor classification framework. The numeric “2” represents a mid-level capability tier, while “EP” stands for Electrical Works – Power Engineering. This grading verifies that the contractor holds sufficient financial turnover, operational resources, and technical expertise to execute medium-complexity electrical infrastructure projects, including transformer maintenance, oil sampling, and repair works.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
