Objectives

The primary objective of this tender is to appoint a panel of specialised supply chain management (SCM) project teams or firms to perform defined audit remediation and system enhancement services for the National Health Laboratory Services (NHLS). The successful bidders will provide consulting services to address SCM audit queries, facilitate audit clearance, and improve internal controls over a period of three (3) years on an ad-hoc basis.

Scope

The scope includes:

• Performing audit remediation related to Request for Quotations (RFQs), Request for Bids (RFBs), and contract management.
• Gathering and submitting information requested by audit teams to clear findings.
• Monitoring and evaluating NHLS internal controls and systems to enhance effectiveness and integrity.
• Supporting demand management, acquisition, logistics, disposal, contract management, and supply chain performance management.
• Monitoring internal controls and continually improving processes.
• Providing training, mentoring, and knowledge transfer to NHLS staff.
• Updating and maintaining SCM registers (e.g., irregular expenditure, RFQ, tender, deviation, contract, and commitment registers).
• Addressing system and process improvements, including ERP system enhancements.

Technical Requirements

The technical requirements include:

• Provision of qualified resources with expertise in SCM, audit remediation, and ERP systems (e.g., SAP, Oracle).
• Demonstrated experience of at least 10 years working with public entities in SCM audit remediation and system improvements.
• Clear methodology and phased project plan demonstrating understanding of audit remediation and system enhancement activities.
• Provision of CVs and qualifications of key personnel, including a Project Manager with a minimum of 7 years management experience and registration with relevant professional bodies (e.g., CIPS).
• Capacity to transfer skills to NHLS staff through training and mentoring.
• Adherence to applicable legislation such as PFMA, PPPFA, Treasury Regulations, B-BBEE Act, CIDB, and related standards.
• Compliance with confidentiality and data security requirements during service delivery.

Skills Requirements

The skills and attributes required from the service providers include:

• Strong knowledge of public sector SCM policies, laws, and regulations.
• Expertise in audit query resolution, internal controls, and process improvement.
• Proficiency in ERP systems, process mapping, gap analysis, and system design.
• Excellent interpersonal, communication (written and verbal), and organizational skills.
• Attention to detail and ability to meet deadlines.
• Analytical thinking and problem-solving capabilities.
• Experience in training and mentoring internal staff to ensure sustainable skills transfer.
• Ability to work independently and on an ad-hoc basis over the three-year period.
