Objectives

The primary objective of this tender is to appoint a qualified and experienced Environmental Assessment Practitioner (EAP) to conduct a climate change vulnerability survey and develop a comprehensive response strategy for Dr Nkosazana Dlamini Zuma Municipality. The assessment aims to identify climate risks and vulnerabilities within the municipality, establish mitigation and adaptation objectives, and integrate climate considerations into municipal planning and development processes.

Scope

The scope of work includes:

• Conducting a climate risk and vulnerability assessment, including legislative and policy review.
• Establishing a baseline greenhouse gas (GHG) inventory.
• Assessing current environmental and socio-economic conditions across all wards.
• Capacity building through training and stakeholder workshops.
• Developing mitigation and adaptation strategies.
• Formulating an implementation plan.
• Engaging stakeholders and consolidating inputs.
• Establishing monitoring, evaluation, and reporting frameworks.
• Internal consultation and approval processes by the municipal council.

Technical Requirements

The technical requirements specify that the service provider must:

• Produce climate risk and vulnerability assessment reports, including GIS mapping and spatial analysis.
• Develop a greenhouse gas inventory or carbon footprint assessment.
• Create climate change mitigation and adaptation strategies.
• Develop an implementation action plan.
• Establish a monitoring and evaluation framework with clear indicators and reporting mechanisms.
• Engage stakeholders through workshops and consultations.
• Provide capacity-building sessions for municipal councillors and traditional authorities.
• Suggest additional components that could enhance the responsiveness of the climate change strategy.

Skills Requirements

The successful bidder must demonstrate:

• Relevant experience in conducting climate change vulnerability assessments and developing response strategies, with references for similar projects completed in the last 10 years.
• Qualified key personnel, including:
• Project Leader: Postgraduate qualification in Environmental Science, Management, Climate Change, or related fields, with a minimum of 8 years’ experience and professional registration (e.g., SACNASP or EAPASA).
• Project Management: At least 10 years’ experience in project management, with registration as a professional project manager (e.g., PMSA, PMI, SACPCMP).
• Capability to produce GIS-based spatial analysis, greenhouse gas inventories, and stakeholder engagement reports.
• Ability to develop comprehensive climate change strategies aligned with national legislation and standards such as ISO 14001.
• Capacity to deliver the project within a 6-month timeframe, including report preparation, stakeholder workshops, and capacity-building sessions.
