Objectives

The primary objectives of the tender are to rehabilitate Avenue Road in Ward 3 to improve road safety, riding quality, stormwater management, and overall infrastructure. The project aims to upgrade stormwater drainage, reconstruct pavement layers, install sidewalks and kerbs, and enhance traffic signage, all while promoting labour-intensive construction methods aligned with EPWP guidelines. Additionally, the project seeks to develop targeted enterprises and local labour through structured training, coaching, and mentoring, fostering small contractor development and broad-based black economic empowerment.

Scope

The scope encompasses the rehabilitation of approximately 800 meters of Avenue Road, including:

• Removal and reconstruction of existing pavement layers up to ±260mm thick
• Installation of new stormwater drainage infrastructure with minimum 900mm diameter pipes, headwalls, wingwalls, kerb inlets, and catch pits
• Construction of concrete kerbs and pedestrian sidewalks on both sides
• Upgrade of parking areas adjacent to the sportsfield entrance
• Road markings and signage
• Reinstatement and landscaping of spoil and stockpile areas
• Implementation of traffic management and safety measures
• Use of labour-intensive methods for earthworks, pavement layers, and ancillary activities, with local labour employment and training

Technical Requirements

• Adherence to Standard Specifications for Road and Bridge Works (COTO 2020) and project-specific specifications
• Implementation of a detailed Quality Control Plan, including testing and inspection procedures
• Development and approval of construction programmes, including preliminary and detailed schedules
• Use of approved plant, equipment, and materials sourced from local suppliers where possible
• Construction of the works in accordance with approved drawings, pavement structures, and environmental and safety standards
• Management of stormwater and earthworks, including sourcing of borrow materials and spoil disposal in designated areas
• Implementation of traffic accommodation plans, including signage, diversion, and safety measures
• Compliance with Occupational Health and Safety Act (OHSA 1993) and Construction Regulations 2014, including appointment of safety personnel, training, and safety management
• Environmental management, including waste control, pollution prevention, and protection of existing services and vegetation
• Monitoring and reporting on progress, quality, safety, and environmental compliance

Skills Requirements

The tenderer and its team must possess the following skills and competencies:

• Technical Skills: Ability to interpret drawings, set out construction works, and execute earthworks, pavement layers, drainage, and concrete works in accordance with specifications
• Project Management: Development and management of construction programmes, resource planning, and coordination of activities
• Quality Assurance: Implementation of QA systems, conducting tests, and ensuring compliance with standards
• Environmental & Safety Management: Knowledge of environmental protocols, pollution control, stormwater management, and occupational health and safety regulations
• Labour and Community Liaison: Employment of local labour, community engagement, and management of community liaison officers
• Training & Development: Ability to develop and deliver training programmes for targeted enterprises and local workers, including technical, entrepreneurial, and safety training
• Supervisory & Mentoring Skills: Supervising targeted enterprises, coaching, mentoring, and guiding small contractors and labourers
• Administrative Skills: Record keeping, reporting, and managing contractual documentation, including health and safety, environmental, and progress reports
