Objectives

The primary objective of this tender is to select a suitable, experienced service provider to supply comprehensive banking services to Namakwa District Municipality for a period ending 30 June 2032. The services aim to meet the municipality's banking needs, including transactional banking, electronic fund transfers, account management, and related financial services, ensuring efficient financial operations and compliance with relevant legislation.

Scope

The scope of work encompasses procurement of banking services, including:

• Transactional banking facilities such as EFT payments, salary processing, deposits, and electronic banking services.
• Provision of banking facilities like overdraft, call accounts, foreign currency, and other banking products.
• IT/financial systems interface for bulk transaction file exchange, online payments, and secure data transmission.
• Support for revenue collection, payment processing, bank statement reconciliation, and fraud prevention measures.
• Implementation, migration, training, and ongoing support for banking systems.
• Provision of additional banking services including overdraft facilities, foreign currency, and economic forecasting.

The contract duration is set to end in June 2032, with the service provider expected to ensure continuous, secure, and compliant banking operations throughout this period.

Technical Requirements

The technical specifications include:

• Operational physical branch in Springbok, Northern Cape, with registration under the Banks Act, 1990.
• Processing capacity of at least 500 employee salary payments per month.
• Electronic banking capabilities supporting real-time, same-day, or one-day transfers, with downloadable transaction histories and electronic statements.
• Secure online and bulk transaction file exchange with encryption, control totals, and source code availability.
• Support for EFT revenue collection, digital payment channels, and bank reconciliation.
• Demonstrated support for municipal revenue collection, including EFT, digital channels, and business continuity plans.
• Provision of dedicated relationship management team, fraud detection, cyber security measures, and implementation support.
• Support for business continuity, disaster recovery, and at least five contactable references.

Skills Requirements

The service provider must demonstrate:

• Experience in providing banking services to municipal or public sector clients.
• Technical capability to deliver secure, integrated electronic banking solutions with encryption, source code, and system compatibility.
• Ability to process high volumes of transactions and provide detailed reporting, audit trails, and advanced search functionalities.
• Provision of comprehensive implementation, migration, and training plans with on-site support.
• Strong fraud detection, cyber security, and fraud prevention controls.
• Dedicated relationship management team with relevant expertise and experience.
• Capability to support revenue collection, bank statement reconciliation, and business continuity during system failures.

In summary, the successful bidder must possess the technical expertise, experience, and systems capability to deliver secure, compliant, and efficient banking services tailored to the municipality’s needs, ensuring ongoing operational stability and compliance with legislative and policy requirements.
