Objectives

The primary objective of this tender is to select a suitable, experienced service provider to supply comprehensive banking services to Namakwa District Municipality for a period ending 30 June 2032. The services aim to meet the municipality's banking needs, including transactional banking, electronic payments, account management, and related financial services, ensuring efficient financial operations and compliance with relevant legislation.

Scope

The scope of work encompasses:

• Provision of transactional banking facilities such as electronic fund transfers (EFT), batch payments, salary payments, and third-party account management.
• Delivery of banking services including account management, bank statement processing, deposit handling, and bank charges.
• Implementation of secure electronic banking platforms supporting real-time transactions, reporting, and audit trails.
• Integration with municipal financial systems, including mSCOA compliance and data exports/imports.
• Provision of additional banking facilities such as overdraft, call accounts, foreign currency, and financial advice.
• Implementation of fraud prevention measures, disaster recovery, and business continuity plans.
• Training, migration, and support for seamless transition and ongoing operations.

Technical Requirements

The technical specifications include:

• Operational physical branch in Springbok, Northern Cape.
• Processing capacity for at least 500 employee salary payments per month.
• Electronic banking platform supporting immediate, same-day, or next-day transfers, downloadable transaction statements, and historical data.
• Secure file exchange solutions with encryption, control totals, and multiple payment file accommodations.
• Support for bulk transaction files, ad hoc online payments, and electronic deposit management.
• Compatibility with the municipality’s financial systems and compliance with mSCOA standards.
• Demonstrated business continuity and disaster recovery capabilities.
• Provision of detailed implementation, migration, and training plans.
• Support for various banking facilities including overdraft, foreign currency, and electronic payment channels.

Skills and Experience Requirements

The service provider must demonstrate:

• Registered banking license under the Banks Act, 1990 (Act 94 of 1990).
• Fully operational physical branch in Springbok, Northern Cape.
• Ability to process a minimum of 500 salary payments monthly and handle high transaction volumes.
• Capability to provide secure, reliable electronic banking services with advanced reporting and audit trail functionalities.
• Experience in municipal banking services, supported by at least five contactable references.
• Dedicated relationship management team including a Relationship Manager, Electronic Banking Support Consultant, and Treasury Specialist.
• Robust fraud detection, cyber-security measures, and compliance with security controls.
• Proven track record in implementing banking systems, migration, and staff training.
• Ability to support revenue collection, digital payment channels, business continuity, and disaster recovery.
