Objectives

The primary objective of this tender is to appoint a panel of four attorneys or law firms to provide legal services to the Matatiele Local Municipality over a period of three years starting from the 2026/2027 financial year. The selected attorneys will offer legal support across various legal fields, including supply chain law, litigation, and other legal advisory services, to support the municipality's legal and administrative functions.

Scope

The scope of the tender encompasses:

• Provision of legal services in multiple areas of law as required by the municipality.
• Representation of the municipality in legal proceedings, including instituting or defending legal actions.
• Legal advisory services related to supply chain management, contracts, and other municipal legal matters.
• Preparation of legal documentation, including contracts, pleadings, and legal opinions.
• Close case management and reporting on each legal matter handled.

Technical Requirements

The technical requirements include:

• Provision of legal services in accordance with the prescribed tariffs for attorneys and advocates for the duration of three years.
• Adherence to the municipal legal framework, including compliance with SCM regulations and relevant legislation.
• Demonstration of a proven track record with at least five years of relevant legal experience.
• Employment of at least two qualified legal staff with appropriate qualifications and experience.
• Possession of valid indemnity and Fidelity Fund certificates.
• Capacity to meet the legal service demands of the municipality, including representation in courts and legal advisory roles.
• Provision of a detailed project implementation plan and case management approach.

Skills Requirements

The skills and competencies required from bidders include:

• Extensive experience in municipal law and legal practice, with a minimum of five years’ proven track record.
• Strong legal drafting, advisory, and litigation skills.
• Ability to provide timely and professional legal advice aligned with municipal needs.
• Capacity to handle multiple legal matters concurrently, including court representations and legal documentation.
• Excellent case management and reporting skills, with the ability to produce clear and comprehensive case reports.
• Knowledge of supply chain management regulations and municipal legal frameworks.
• Effective communication and interpersonal skills to liaise with municipal officials and stakeholders.
