Objectives

The primary objective of this tender is to appoint a panel of six (6) qualified civil engineering service providers to support the Matatiele Municipality in preparing comprehensive infrastructure projects. These include developing business plans, conducting feasibility studies, designing preliminary and detailed plans, preparing tender documentation, and monitoring construction activities for surfaced paved roads, bridges, and gravel roads over a period of three years. The overarching goal is to facilitate social, economic, and environmental development within the municipality by ensuring efficient planning, design, and execution of critical infrastructure projects.

Scope

The scope of work encompasses the following key phases and activities:

• Inception: Establishing project objectives, site assessments, and initial planning.
• Concept and Viability (Preliminary Design): Developing initial project concepts, feasibility assessments, and preliminary designs.
• Design Development (Detailed Design): Finalizing designs, specifications, and cost estimates.
• Documentation and Procurement: Preparing tender documents, specifications, and procurement strategies.
• Contract Administration and Inspection: Managing construction contracts, site supervision, quality control, and progress monitoring.
• Close-out: Finalizing project completion, handover, and operational documentation.

The activities will cover projects across 27 wards within the municipality, with project durations strictly limited to three years from appointment.

Technical Requirements

Service providers must demonstrate:

• Proven experience in civil engineering projects similar in scope and scale, with evidence through appointment letters and referral letters.
• Qualifications and competence of key personnel, including registered engineers, technologists, and project managers with relevant experience and certifications (e.g., ECSA registration).
• Implementation of quality management systems compliant with ISO 9001:2015.
• Professional indemnity insurance coverage of at least R5 million.
• Ability to develop detailed designs, cost estimates, and procurement documentation.
• Capacity to monitor construction progress, quality, and safety standards on-site.
• Skills transfer and capacity building for municipal technical staff during project execution.
• Adherence to environmental and safety regulations, including environmental impact assessments where applicable.

Skills Requirements

Applicants must possess and demonstrate:

• Extensive experience in civil engineering infrastructure projects, especially roads and bridges.
• Qualified personnel including:
• Professional Engineers (Pr. Eng or Pr. Tech registered with ECSA)
• Project Managers with at least 10 years’ experience
• Designers and Resident Engineers with relevant qualifications and experience
• Capability to prepare comprehensive business and feasibility studies, preliminary and detailed designs, and tender documentation.
• Ability to manage multiple projects within specified timeframes and budgets.
• Skills in contract administration, site supervision, and quality assurance.
• Experience in skills transfer and capacity building for municipal staff.
• Knowledge of environmental legislation and safety standards applicable to infrastructure projects.
