Objectives

The primary objective of this tender is to appoint a suitable service provider to supply comprehensive banking services to the Matatiele Local Municipality. The goal is to ensure accessible, reliable, and efficient banking facilities that support the municipality’s financial operations, including account management, electronic payments, and cash handling, thereby enhancing financial service delivery and operational efficiency.

Scope

The scope of the project encompasses:

• Provision of transactional banking services, including account management, electronic payments, and cash deposits.
• Electronic banking solutions such as real-time account monitoring, funds transfer, and online cash management.
• Implementation of secure electronic payment and receipt systems, beneficiary verification, and statement services.
• Provision of technical support, training, and system integration to ensure seamless banking operations aligned with municipal needs.
• Support for third-party account payments, bank reconciliation, and fraud prevention measures.
• Provision of detailed implementation plans, service level agreements, and ongoing support over the contract period.

Technical Requirements

The technical specifications include:

• Capability to process electronic payments and receipts, including debit orders and electronic fund transfers.
• Provision of real-time account balance and transaction enquiry services.
• Verification services for beneficiary bank account details prior to transactions.
• Daily electronic statements delivery via email and direct access to transaction history for up to 180 days.
• Support for secure, efficient, and reliable cash deposit and withdrawal services, including onsite cash deposit machines.
• Implementation of integrated electronic banking solutions with security controls, access management, and fraud prevention measures.
• Provision of dedicated project management, training, and ongoing technical support.
• Compliance with all relevant government procurement and banking standards, including data security and confidentiality.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in providing banking services to public sector entities, with at least 10 years of relevant experience.
• Expertise in electronic banking systems, cash management, and integration with municipal accounting software such as MUNSOFT and PAYDAY.
• Capability to interface with existing financial systems and provide online consolidated cash management solutions.
• Qualified personnel with relevant banking and IT certifications, including CVs and experience records for key staff such as relationship managers and system specialists.
• Strong project management skills to ensure timely implementation, training, and support.
• Ability to provide innovative, secure, and cost-effective banking solutions tailored to municipal needs.
• Demonstrated capacity for fraud prevention, system security, and compliance with applicable legislation and standards.
