Objectives

The primary objective of this tender is to appoint a qualified service provider(s) to deliver comprehensive security services at the BCM District Office in East London for a period of two months. The successful bidder will be responsible for safeguarding premises, assets, and personnel through various security measures including patrols, monitoring, and response to criminal activities, ensuring safety and security around the clock.

Scope

The scope of work includes:

• Provision of security personnel for day and night shifts (06:00 to 18:00 and 18:00 to 06:00) including public holidays.
• Deployment of a specified number of security officers, with detailed staffing requirements for day and night shifts.
• Equipping security officers with necessary tools such as batons, radios, torches, handcuffs, metal detectors, occurrence books, and pens.
• Monitoring and patrolling of BCM District Office premises and surrounding areas.
• Use of company vehicles and communication equipment as specified.
• Adherence to security industry standards, including compliance with PSIRA grading requirements and other regulatory bodies.
• Implementation of safety protocols, incident reporting, and response to emergencies.

Technical Requirements

The technical requirements for the tender include:

• Registration and compliance with the Security Industry Regulatory Authority (PSIRA), including valid certificates with expiry dates and Grade A or B grading for security officers.
• Registration with the National Bargaining Council for the Private Security Sector (NBCPSS) and submission of a valid letter of good standing.
• Provision of proof of operational office in the Eastern Cape, including contact details and physical address.
• Availability of at least one branded company vehicle and necessary security equipment such as radios, uniforms, batons, handcuffs, pepper spray, and metal detectors.
• Submission of a valid tax compliance status, including SARS registration and COIDA certificate.
• Financial stability demonstrated through a bank rating letter and insurance coverage of at least R2,000,000 for public liability.
• Experience in providing security services, with references and testimonials for completed projects within the last ten years.
• Compliance with minimum legislated rates for security personnel as per NBCPSS pricing structure.
• Adherence to the bidding process, including submission of all required documentation, signed declarations, and adherence to the specified evaluation criteria.
