Objectives

The primary objective of this tender is to appoint a qualified service provider(s) to deliver comprehensive security services at Frere Hospital, located at 14 Salvia Building, 31 Dawson, and 26 Sunnyridge. The appointed provider will be responsible for safeguarding the premises, assets, and personnel around the clock, ensuring safety and security through patrols, monitoring, and other security measures for a period of three months.

Scope

The scope of work includes:

• Provision of security personnel at specified sites (Frere Hospital, Salvia Building, Dawson, Sunnyridge).
• Deployment of security officers across day and night shifts (06:00 to 18:00 and 18:00 to 06:00), including public holidays.
• Supply and management of necessary security equipment such as batons, radios, torches, handcuffs, metal detectors, occurrence books, and uniforms.
• Deployment of security guards as per the specified cluster requirements, including the number of officers, their PSIRA grades, and designated areas.
• Provision of operational resources including vehicles, communication devices, and other resources necessary for effective security service delivery.
• Adherence to specified standards, legal and regulatory requirements, including PSIRA registration, security industry regulations, and relevant legislation.

Technical Requirements

The technical requirements for bidders include:

• Registration and compliance with the Security Industry Regulatory Authority (PSIRA), with valid certificates and grading (Grade A or B for directors).
• Registration with the National Bargaining Council for the Private Security Sector (NBCPSS) with valid certificates and good standing letters.
• Provision of proof of tax compliance, including a valid SARS Tax Compliance Status System PIN or certificate.
• Demonstration of operational capacity, including:
• Active 24-hour control room.
• Availability of qualified security personnel with relevant experience (minimum 12 months in the security industry).
• Provision of at least one branded company vehicle.
• Availability of necessary security equipment (radios, uniforms, weapons, etc.).
• Submission of detailed pricing based on the NBCPSS illustrative pricing structure, including breakdowns of costs per guard, shift, and additional allowances.
• Compliance with all legal, safety, and operational standards, including insurance coverage of at least R2,000,000 for liability.
• Provision of testimonials or references for similar completed security projects within the last ten years.
• Adherence to the bid submission procedures, including sealed bids, supporting documentation, and timely delivery.

All bidders must meet the specified technical and legal requirements to be considered responsive and eligible for evaluation.
