BID 2024/14  RE INVITE VREDENDAL: SUPPLY AND CONSTRUCTION OF  APPROXIMATELY 6KM CAMP FENCE

GENERAL REQUIREMENTS

The works, as described,  are part of the Agriculture and Land Reform programme of the Department of Agriculture Western Cape for the North West Coast district. Grasduin Boerdery is situated, outside Vredendal. quoted amount will be a Measured bid and must include supply, delivery and installation.  The successful bidder must have the capacity to start work within Seven (7) days after appointment and complete works within 3 (three) calendar months.

SCOPE OF WORKS

Supply and Construction of approximately 6 000 meters of 9 strand Stock Proof Fencing material on the Farm Grasduin Boerdery (5 strands barbed and 4 strand high strain steel wires). The overall distance of fencing will be determined

Removal of all old fencing where applicable, and shrubs, trees, bushes, boulders and roots, to the width of at least 1000mm (500mm either side of fence), where new fence have to be erected.

All old fencing material, where applicable, shall be loosen first from the oldline poles before breaking down and neatly rolled up in roles of ± 1.2m in diameter. Thereafter it must be carted away from the site with the oldline poles so that it doesn’t causes any hazard to other animals and neatly stacked on the terrain where the new material is stored.

All new wiring material must be fully galvanised and SABS approved.

The corner, anchor and gate posts will be set into holes of 450 x 450 x 600mm deep. Prepare and pour concrete mix of 15 Mpa (1:3:5 with 19mm stone) in holes for the poles.

Corner, anchor and gate posts will be installed on the box principle as per sketch. Anchor pole sizes to be used are, 125-140mm diameter creosote treated poles by 1800mm Apart from Each other and 1350mm above ground level. 4mm Anchor wire fully galvanised will be used to fasten, and anchor poles. All double intermediate anchor boxes should not be further than 200m apart from each other.

Line posts to be used are Timber Poles 1 800 mm long by 100 mm – 125 mm in diameter, Creosote Treated and to be no more than 15m apart. It must be driven or planted at least 600mm deep exposing only 1200mm from the ground surface. All surplus material will be backfilled and compacted as the work proceeds.

Droppers to be used are Timber Poles 1 200 mm long by 32 mm – 50 mm in diameter, Creosote Treated. Atleast 5 droppers must be evenly spaced between line poles Droppers must not be more then 2.5m apart between lines.

Farm gates W-type are 45mm x 3575mm wide x 1200mm high and to be installed between the gate posts with 50mm gaps on either side.

The gates will be installed so that they hang free with a maximum gap of 100mm between the bottom of the gate and the ground level.

The internal camp fencing will be installed to a height of 1200mm, with 4 strands of barbed wire, fully galvanised Karoo 2, 1.6mm and 5 strands of High Strain Steel wire, fully galvanised, 2.24mm. Spacing as per sketch which will be handed out at the site meeting. From top to bottom, wires 1, 4, 6, 7 and 8 will be Karoo 2 barbed wire fully galvanised, and wires 2, 3, 5 and 9 will be 2.24 mm high strain steel wire fully galvanised, with the spacing between wire 1 and 2 being 200mm between wires and the spacing between wires 2 to 6 being 150mm between wires, between wires 6 to 8 being 100mm apart and 8 to 9 being 70mm apart. See refer to diagram handed out at site meeting.

Where the fencing goes from higher to lower points, and the bottom part of the fencing is higher above the ground level than the prescribed specifications, I-beam standard Iron poles, 3.0 kg/m SABS, must be anchored deep enough into the ground, to pull the fence to the correct height above the ground level.

Where the fencing goes across streams and deep valleys, where it can’t be pulled down, fully galvanised hexagonal wire netting, must be attached at bottom of the fence to ensure that the opening at the bottom is closed off.

All wires will be pulled taut with a standard “Bobbejaan” or similar wire puller. The wire will be fastened on to the anchor poles by wrapping at least three turns of wire round the pole and then winding the end of the wire onto the line when taut, neatly, with at least 5 twists. The wire will be fastened onto the line poles and droppers with 2.0 mm binding wire or by means of U-shaped galvanised staples (minimum 3.15mm x 32mm) in the case of wooden line poles.

The Timber Droppers 1 200 mm long by 32 mm – 50 mm in diameter, must be spaced even between Line Poles 2.5m apart, which equals 5 droppers between each Line Pole.

The tops of all poles will be level where the area is level. Where the level of the ground is such that the fence is higher in places, rocks will be packed into any gaps bigger than 100mm, under the fence. See also Attachment A that illustrate a detail sketch of fence with measurements.

GENERAL:

The completed fence shall be plumb, taut to line  and  ground  contour,  with all  posts, line posts and droppers firmly set. The height of the lower fencing wire above the ground at posts and droppers shall not vary by more than 25mm, topography allowing. Other fencing wires shall not vary by more than 10mm from their prescribed relative vertical positions. Droppers must also be evenly spaced between line posts, where the terrain only allow that the line posts be nearer than 15 m apart.

The Contractor shall, on completion of each section of fence, remove all cut-offs and other loose wire so as not to create a hazard to grazing animals or a nuisance to the land users.

The Contractor will make provision for chemical toilets at the sites as well as adequate drinking water for the labourers.

The contractor will make provision for any additional material to complete the approximately 6000 meters of 9 strand fence Stock Proof fence. The quantity list below is just an indication of how many material is roughly going to be needed.

All material that is going to be used, must complies with the specifications and description of material mentioned in the material list. Sufficient Cement, Sand and Stone must be provided by the Contractor where needed 

A compulsory site meeting will be held on 13 NOVEMBER 2024, 11h00am where maps, designs will be handed out and further details will be communicated. THE PRECISE LOCATION WILL BE SENT TO THOSE THAT CONFIRM ATTENDANCE.
