Tender Summary

Objectives

The primary objective is to engage a qualified contracting entity to safely, efficiently, and compliantly connect designated surgical theatres and associated hospital wards to the facility’s central medical gas supply network. The project aims to restore and upgrade critical life-support infrastructure while maintaining strict healthcare safety and operational standards.

Scope

The scope encompasses all mechanical engineering works necessary to link operating theatres and adjacent wards to the primary medical gas distribution system. This includes the installation of pipeline networks, isolation valves, pressure regulators, terminal units, and associated fittings. The contractor will also be responsible for system flushing, pressure testing, leak detection, commissioning, and handover, as detailed in the accompanying Bill of Quantities and technical specifications. All activities must be executed within an active healthcare environment without disrupting ongoing clinical operations.

Technical Requirements

  • Contractor Grading: Minimum CIDB contractor classification of 1ME or higher.
  • ePS Commodity: Classified under 1ME or higher (Grade 1: Mechanical Engineering Works).
  • Tax Compliance: Full compliance with the South African Revenue Service (SARS) is mandatory at the time of tender submission.
  • Mandatory Attendance: Participation in a compulsory site clarification meeting is required; failure to attend or late arrival results in immediate disqualification.
  • Submission Protocols: Tenders must follow official sealing, addressing, and delivery guidelines. Emailed or late submissions will be rejected.
  • Regulatory Compliance: All work must adhere to national standards for medical gas installation, healthcare facility construction, and occupational health and safety regulations.

Skills Requirements

  • Certified Practitioner: The tendering company must directly employ a SAQCC Medical Gas Practitioner, with certification explicitly registered under the company’s legal name.
  • Specialized Competency: The practitioner must hold verified qualifications in the installation, servicing, testing, and repair of clinical medical gas systems.
  • Supervisory Experience: Project supervisors and field technicians must demonstrate prior experience working in hospital environments, particularly with sensitive medical infrastructure upgrades.

Key Terminology

  • PSA Main Line: Stands for Pressure Swing Adsorption. This is an industrial gas separation technology that extracts high-purity medical-grade oxygen from compressed air on-site, serving as the primary supply source for the hospital’s clinical gas network.
  • CIDB 1ME: A Construction Industry Development Board grading designation indicating eligibility for Grade 1 Mechanical Engineering Works, typically applied to small-scale, specialized mechanical installations.
  • SAQCC Medical Gas Practitioner: A specialist certified by the South African Qualifications Certification Council for Medical Gas. This credential legally authorizes individuals to design, install, test, and maintain medical gas pipelines in healthcare facilities, ensuring compliance with clinical safety standards.
  • ePS: The Western Cape Government’s Electronic Procurement System, utilized for publishing tender notices and managing procurement workflows.
  • BOQ: Bill of Quantities, a structured document listing all required materials, labor hours, equipment, and tasks with corresponding measurements and pricing structures for accurate tender evaluation.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
