Objectives

The primary objective of this tender is to construct the Upper Corana Senior Secondary School in Libode (Phase 2). The project aims to deliver new school infrastructure, including classrooms, administrative areas, and associated facilities, using labour-intensive methods aligned with government policies. The project also emphasizes the participation of SMMEs, local employment, and adherence to safety, quality, and environmental standards.

Scope

The scope of work includes:

• Construction of 13 classrooms with associated foundations, brick walls, reinforced concrete surfaces, timber roof structures, roofing, rainwater goods, windows, and doors.
• Internal finishes such as vinyl flooring, plastered brick walls, ceilings, and joinery.
• Minor site works including fencing, paving, stormwater drainage, water and sewer connections.
• Electrical and mechanical installations as specified.
• Site establishment, security, and safety measures.
• Adherence to labour-intensive construction methods and employment of targeted labour, including unskilled and semi-skilled workers.

Technical Requirements

The technical requirements encompass:

• Construction using concrete strip foundations, face brick walls, reinforced concrete beds, timber roof structures, and specified roofing and fenestration.
• Internal finishes with specified materials and joinery.
• Compliance with the JBCC Edition 6.2 of 2018 contract and relevant standards.
• Implementation of labour-intensive methods as per the Scope of Works and EPWP specifications.
• Provision of health and safety measures, environmental controls, and site management.
• Use of local materials sourced from Eastern Cape-based suppliers and manufacturers.
• Adherence to the project schedule, quality standards, and safety regulations.

Skills Requirements

The tender specifies the following skills and competency requirements:

• Supervisory and management staff must have completed relevant NQF level 4 or 5 skills programmes in labour-intensive construction processes, including supervision of civil works, water and sanitation, and related activities.
• Labourers and semi-skilled workers must be employed in accordance with the Labour-Intensive Specification, with targeted employment of unskilled and semi-skilled workers, especially from local communities.
• Contractors must have personnel with appropriate experience and qualifications, including site supervisors, foremen, and site agents with relevant NQF qualifications.
• All workers involved in labour-intensive activities should have completed or be registered in skills programmes aligned with the specified standards to ensure safety, quality, and efficiency.
• Employers are required to develop and implement a skills compliance plan, including training and employment of targeted labour, with documentation to demonstrate adherence.
