Tender Summary

Tender Summary: Cool Air Electrification Phase 5

Objectives

The primary objective is to deliver Phase 5 of the municipality’s electrification programme, aimed at extending and upgrading electrical infrastructure to improve service delivery within the Umshwathi Local Municipality jurisdiction.

Scope of Work

The scope covers the execution of the fifth phase of the electrification initiative. While the tender notice outlines the project title and grading prerequisites, the complete scope—including site-specific works, engineering drawings, bill of quantities, material specifications, and delivery timelines—is detailed in the official tender documentation. Contractors will be expected to manage all aspects of implementation in compliance with municipal standards and regulatory frameworks.

Technical Requirements

  • CIDB Contractor Grading: Minimum CIDB grading of 5EP or higher is mandatory.
  • Documentation Compliance: All tenders must be completed using the official forms and templates issued by the employer.
  • Submission Protocols: Strict adherence to prescribed methods for sealing, addressing, and delivering tenders is required. Late submissions will be automatically disqualified.
  • Clarification Meeting: Attendance at the compulsory briefing session is required to clarify procedural expectations and project parameters.

Skills & Capacity Requirements

Although detailed competency matrices are provided in the full tender package, the mandatory grading threshold implies the following baseline capabilities:

  • Proven track record in executing medium-scale electrification or electrical infrastructure projects.
  • Qualified project management personnel capable of coordinating civil, structural, and electrical works.
  • Access to appropriate plant, equipment, and certified trade artisans (electricians, plumbers, bricklayers, etc.).
  • Strong compliance systems for health and safety, environmental management, and labour legislation.
  • Financial and operational stability to sustain project cash flow and supply chain obligations.

Explanation of Key Terms

CIDB 5EP Grading: The Construction Industry Development Board (CIDB) grading system categorises contractors by financial turnover, past performance, and technical capacity. The “EP” suffix specifically denotes eligibility for electrification projects. Grade 5EP indicates that a contractor has demonstrated sufficient resources, experienced personnel, and historical performance to safely deliver electrification works typically valued between R10 million and R40 million. It ensures the contractor can handle complex site logistics, comply with municipal engineering standards, and manage subcontractors effectively.

Non-Refundable Tender Deposit: An administrative fee payable upon collection of the tender pack. This amount is retained by the municipality to cover document preparation and processing costs, regardless of whether the tenderer submits a bid or wins the contract.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing

NOTE: This is not a tender application form, it is meant to facilitate the meeting of partners to form a Joint Venture or Subcontractor relationship for this tender only
