Objectives

The primary objective of this tender is to restore and maintain the operational integrity of the stormwater drainage infrastructure located in Ward 13. The project aims to eliminate blockages, repair structural damage, prevent localized flooding, and ensure sustainable surface water runoff in compliance with municipal maintenance standards.

Scope of Work

The scope covers the end-to-end rehabilitation of a designated stormwater line. Key activities include initial site assessment, defect identification, controlled excavation, repair or replacement of compromised pipe sections, joint sealing, backfilling, soil compaction, and final surface reinstatement. All works must align with municipal engineering specifications, environmental protection guidelines, and standard construction methodologies.

Technical Requirements

• Mandatory CIDB contractor grading of 1CE or higher.
• Adherence to municipal engineering drawings, material specifications, and quality control protocols.
• Provision of suitable heavy plant, excavation machinery, and certified drainage components.
• Strict compliance with submission protocols, including correct document sealing, addressing, and physical delivery prior to the closing deadline.
• Implementation of comprehensive health, safety, and environmental management plans throughout execution.

• Registered site agents or civil engineers with proven experience in municipal infrastructure projects.
• Certified artisans, including pipeliners, plumbers, and heavy equipment operators.
• Qualified health and safety representatives to enforce occupational compliance.
• Experienced project coordinators capable of managing logistics, material procurement, and workforce deployment.

• CIDB 1CE Grading: A South African construction industry classification indicating a contractor is qualified to execute small-scale civil engineering works, such as stormwater lines and roadworks, typically within a prescribed financial threshold.
• EME/QSE Preference Points: A preferential procurement framework awarding ten points to enterprises that are at least 51% black-owned and classified as either an Emerging Market Enterprise (EME) or Qualifying Small Enterprise (QSE) under national transformation guidelines.
• Locality Preference: An additional ten-point incentive granted to contractors registered or actively operating within the municipality’s jurisdiction to stimulate local economic participation and job creation.
• Non-refundable Tender Deposit: A fixed administrative fee required to physically collect the tender package. The amount is forfeited upon collection and cannot be recovered, regardless of whether the tender is ultimately submitted or withdrawn.
