Objectives

The primary objective of this tender is to appoint a qualified and approved service provider with a diesel mechanic to perform maintenance and repairs on light and heavy-duty machinery, equipment, and agricultural implements for a period of thirty-six (36) months. The service aims to ensure the operational efficiency, safety, and longevity of departmental machinery across all districts, supporting the department’s policy goals of improving productivity, food security, and rural development.

Scope

The scope includes:

• Provision of maintenance and repair services for tractors, trailers, implements, and agricultural machinery as specified in the contract.
• Tasks covering repairs to engines, hydraulic systems, fuel and lubrication systems, electrical components, bodyworks, and other mechanical parts.
• Specialized services such as machining, welding, fabrication, hydraulic hose and pipe repair, and automotive glass replacement.
• Development and monitoring of Service Level Agreements (SLAs) with the department.
• Continuous performance evaluation and quality assurance of work done by the mechanic or contractors under the service provider’s control.

Technical Requirements

The technical requirements include:

• Provision of a qualified/approved diesel mechanic with a valid trade test certificate from recognized bodies (e.g., MERSETA, Department of Labour).
• Availability of necessary tools, equipment, and facilities such as machining, welding, hydraulic, and electrical tools, as well as workshop infrastructure compliant with Occupational Health and Safety standards.
• Capability to perform repairs on various machinery brands including Ferguson, Ford/New Holland, YTO, Case IH, and others.
• Maintenance of detailed records of all work executed and materials used.
• Compliance with government regulations, safety standards, and environmental policies.
• Provision of on-site and emergency repair services within specified response times (e.g., 8 hours for emergency repairs).
• Supply of genuine spare parts and adherence to warranty conditions (12 months on parts, 3 months on labor).
• Ability to carry out machining, welding, hydraulic hose manufacturing, and automotive glass replacement as specified.

Skills Requirements

The successful service provider must possess:

• Certified diesel mechanics with recognized trade test certificates.
• Proficiency in mechanical repairs, hydraulic systems, engine overhauls, electrical systems, and bodywork.
• Experience in machining, welding, and fabrication, with appropriate trade certifications (e.g., Fitter and Turner, Welder, Machinist).
• Membership or accreditation with recognized industry associations such as RMI, MIWA, SADFIA, SAMBRA, TDAFA.
• Possession of a comprehensive mechanic’s tool set, including open and ring spanners, screwdrivers, pry bars, punches, Allen keys, pliers, hammers, and specialized equipment.
• Capacity to provide on-the-job training and technical support to department staff if required.
• Ability to respond promptly to breakdowns and emergency repairs, maintaining 24/7 availability.
• Strong record-keeping, reporting, and compliance skills to ensure quality and safety standards are met.
