Objectives

The primary objective of this tender is to appoint a qualified service provider to handle the classification, provision, collection, transportation, treatment, and disposal of hazardous waste for a period of three (3) years. The service aims to ensure environmentally responsible management of hazardous waste generated by the Department of Agriculture & Rural Development, including laboratory chemicals, asbestos, fluorescent tubes, and other hazardous materials.

Scope

The scope of work includes:

• Hazardous waste classification and handling
• Provision of waste containers and packaging
• Collection and transportation of hazardous waste using registered vehicles with appropriate licenses
• Transport to authorized treatment or disposal facilities, including incineration and secure landfilling
• Provision of trained supervisors for overseeing operations
• Compliance with relevant legislation, standards, and safety procedures
• Reporting and documentation for each waste consignment

Technical Requirements

The technical specifications include:

• Vehicles must be registered as dangerous goods carriers with valid licenses and operator cards, displaying relevant SANS codes (SANS 10231:2010, SANS 1518:2008, SANS 10232:2007)
• No third-party transportation allowed; vehicles must have separate "clean" and "dirty" compartments
• Vehicles and containers must comply with transportation standards for hazardous waste, including CT numbers and appropriate labelling
• Waste treatment facilities must be authorized, meet ISO 17025 and SANAS accreditation, and have valid waste management licenses
• Containers for sharps, biohazardous, anatomical, and pharmaceutical waste must be user-friendly, properly labelled, and meet safety standards
• Proper documentation for each consignment, including waste transfer notes and disposal certificates
• Provision of waste containers and management of waste streams as per legislation

Skills and Capacity Requirements

The service provider must demonstrate:

• Sufficient financial resources and capacity to execute the contract effectively
• Experience in hazardous waste management, evidenced by past projects and references (minimum of 10 points per project)
• Qualified personnel trained in hazardous waste handling, transportation, and safety procedures
• Availability of trained supervisors to oversee operations
• Compliance with all legal and safety standards, including valid waste management licenses and asbestos contractor registration
• Ability to provide detailed reports, certificates of disposal, and compliance documentation
• Capacity to respond promptly to emergency waste management needs and conduct site inspections
