Objectives

The primary objective of this tender is to appoint a qualified Service Provider to develop, support, and maintain bespoke ICT systems at Ethekwini Electricity ICT. The aim is to ensure system stability, reliability, and continuous enhancement of critical business applications such as Bonus Incentive, NER Reporting, Site Survey Mapping, and others. The engagement seeks to support operational efficiency, data management, and strategic growth within the Energy Management Directorate by providing ongoing support, incident resolution, system enhancements, and new development as needed.

Scope

The scope of work includes:

• Provision of support, maintenance, and development services for several business-critical bespoke applications built on Microsoft .NET Framework (C#, ASP.NET, PHP, MS SQL, Oracle).
• Routine monitoring and incident management via the eThekwini service desk.
• Development of new functionalities and system upgrades, including phases for existing systems (e.g., Site Survey Mapping Phase 2, Bonus Incentive Phase 2).
• Integration with existing enterprise platforms such as Revenue Management System, JDE, and Ellipse.
• On-site resource deployment at eThekwini Electricity Head Quarters / Springfield IT Project Office.
• Resource provision on a time and materials basis for up to 36 months, with hourly rates and resource counts to be specified.

Technical Requirements

The technical requirements specify that the Service Provider must:

• Have at least 5 years of experience in application development and maintenance using:
• Back-end tools: Visual Studio, MS.NET Framework (C#, ASP.NET, MVC)
• Front-end: JavaScript, JQuery, Node.js
• PHP development
• Databases: MS SQL, Oracle (certified Oracle Database 11g or higher)
• Demonstrate competence in software development standards, SDLC methodologies, and enterprise ICT project delivery.
• Possess personnel with specific expertise, including Business Analysts, Software Developers, Project Managers, QA Testers, and Database Developers, with minimum experience levels as detailed in the tender.
• Provide resources capable of supporting system enhancements, incident resolution, and new development, with rates and resource counts specified in the tender.
• Ensure compliance with all mandatory requirements, including Microsoft and Oracle partnership status, relevant certifications, and proven project experience.

Skills Requirements

The tender specifies that the Service Provider’s team must possess:

• Company Experience: Over 5 years in ICT application development and maintenance, with references demonstrating delivery of complex municipal ICT solutions.
• Business Analyst: Minimum 3 years’ experience, relevant qualifications, and SDLC methodology expertise.
• Software Developer: Minimum 5 years’ experience with .NET Framework, MS SQL, Power BI, Jasper Reports, and Git Bash.
• Project Manager: Minimum 5 years’ project management experience, with PRINCE2, ITIL, and Office 365 expertise.
• QA Tester: ISTQB Foundation Level certification and at least 3 years’ testing experience.
• Database Developer: Minimum 5 years’ experience with Oracle or MS SQL, with relevant certifications.

The team must demonstrate relevant expertise, including proven delivery of enterprise ICT solutions, integration capabilities, and adherence to development standards.
