Objectives

The primary objective of this tender is to procure efficient, compliant, and environmentally responsible cleaning, waste collection, and disposal services in Matatiele North End, Itsokolele, Dark City. Scope

The scope of work includes:

• Provision of waste collection, transportation, and disposal services within specified municipal areas and open spaces.
• Supply and maintenance of equipment and consumables necessary for waste management activities.
• Supervision and management of staff involved in waste collection and street cleaning.
• Adherence to specified service levels, including timely collection, street sweeping, grass residue removal, and waste disposal at designated landfill sites.
• Implementation of performance management and reporting requirements over a period of three years.

Technical Requirements

The technical requirements include:

• Availability of a roadworthy compactor or 8-ton truck with rails or cover, with proof of ownership or lease agreement.
• Provision of all necessary tools, PPE, and safety equipment branded with the company name.
• Registration with the Institute of Waste Management of Southern Africa (IMWSA).
• Provision of a qualified supervisor or manager with relevant waste management experience and traceable references.
• Liability insurance coverage within 14 days of appointment.
• Employment of staff paid according to the minimum Southern African wages, with proof of monthly payments.
• Implementation of a Roadworthy vehicle, timely collection, and disposal of waste, and adherence to specified collection schedules.
• Submission of monthly reports, incident reports, and compliance documentation.

Skills Requirements

The tenderer must demonstrate:

• Experience in municipal waste collection and disposal projects, with evidence of similar completed works.
• Qualified supervisory personnel with proven waste management expertise.
• Ability to supply and operate suitable waste collection equipment.
• Capacity to manage and supervise a team of workers, ensuring safety and efficiency.
• Compliance with health, safety, and environmental standards, including PPE and safety protocols.
• Knowledge of waste management regulations and best practices, including registration with IMWSA.
• Financial stability and capacity to sustain operations over the contract period.
