Tender Summary

Objectives

The primary objective of this tender is to execute comprehensive repairs and refurbishment works at the Ekuvukeni Water Treatment Plant. The project aims to restore, upgrade, and maintain water infrastructure to ensure reliable service delivery while complying with uMngeni-uThukela Water’s operational standards and national transformation policies.

Scope

The scope encompasses all necessary repairs and refurbishment activities required at the Ekuvukeni Water Works. Given the mandatory qualification requirements for the lead project manager, the works are heavily focused on electrical infrastructure, control systems, pumping equipment, and associated plant upgrades. The contract value is estimated to exceed R5 million, which activates specific procurement thresholds and empowerment compliance measures.

Technical Requirements

  • CIDB Grading: Tenderers must hold a minimum Contractors International Development Board (CIDB) grading of 6EP or higher.
  • Mandatory Forms: Completion and submission of the Bidders Disclosure Form (T2.2.2) and the Contract Participation Goals (CPG) declaration form are compulsory.
  • Attendance: Participation in the compulsory clarification and briefing session is strictly required for tender eligibility.
  • Compliance & Submission: Bids must adhere to uMngeni-uThukela Water’s procurement guidelines, use official tender documentation, follow specified sealing and addressing protocols, and meet the strict closing deadline. Late submissions will be automatically rejected.

Skills Requirements

  • Academic Qualification: The appointed Project Manager must hold a Bachelor of Science, Bachelor of Engineering, or Bachelor of Technology degree in Electrical Engineering.
  • Professional Registration: The Project Manager must be actively registered with the Engineering Council of South Africa (ECSA) as either a Professional Engineer (Pr. Eng.) or a Professional Engineering Technologist (Pr. Tech Eng.). Valid proof of registration must be attached to the tender submission.
  • Competency Level: The combination of the 6EP grading and ECSA registration implies the need for proven experience in managing medium-to-large-scale electrical and water infrastructure projects.

Explanation of Key Terms

CIDB 6EP Grading: A South African construction industry classification system. The “6EP” designation indicates a contractor qualified to undertake electrical engineering projects within a specific financial threshold, demonstrating adequate financial capacity, technical expertise, and project management capability.

B-BBEE & Contract Participation Goals (CPG): Broad-Based Black Economic Empowerment is national legislation aimed at redressing historical inequalities. For public contracts above R5 million, uMngeni-uThukela Water mandates that 10% of the contract value be allocated to local businesses and targeted enterprises owned by previously disadvantaged groups.

ECSA Registration: A statutory requirement for engineering professionals in South Africa. Active registration ensures the individual meets national competency, ethical, and continuing professional development standards, which is critical for safely overseeing complex water treatment plant upgrades.

Joint Ventures, Consortia and Subcontracting:

Most large tenders are composed of tasks in a number of different fields, and it is not always possible for a single company to cater for all of them, and therefore Joint Ventures and Consortia are formed to then submit a tender together.

Government tenders are also requiring the subcontracting of a percentage of the tender work, and the trouble is then finding Subcontractors to comply with the tender requirements

To assist companies with finding tender partners and subcontractors, you can now submit your contact details and company information on this page, so other interested parties can contact you for purposes of forming Joint Ventures and subcontracting

You will need to supply your details on every tender you are interested in tendering for. For this you need an active Business Listing - Register and Login at My Account to create a Business Listing
