Objectives

The primary objective of this tender is to facilitate the design, supply, installation, replacement, and repair of electrical substations, specifically focusing on Medium Voltage (MV) and Low Voltage (LV) equipment. The project aims to ensure reliable, safe, and compliant electrical infrastructure through comprehensive technical solutions, including detailed design, procurement, installation, commissioning, and testing of substation components.

Scope

The scope encompasses:

• Design and approval of electrical substation drawings for MV and LV systems.
• Procurement and delivery of all necessary materials and equipment, including switchgear, transformers, cables, and accessories.
• De-commissioning of existing electrical substations and equipment.
• Installation and termination of new electrical equipment, including MV and LV systems.
• Protection, metering, earthing, and lightning protection systems installation.
• Factory Acceptance Testing (FAT), Site Acceptance Testing (SAT), and commissioning activities.
• Final testing, system verification, and project handover.

Technical Requirements

The technical requirements specify detailed standards and procedures, including:

• Design and approval of substation drawings for MV and LV systems, ensuring compliance with specifications and standards.
• Implementation of safety files and risk assessments aligned with Transnet Engineering SHEQ standards.
• Procurement schedules with manufacturing lead times, delivery milestones, and factory acceptance testing.
• De-commissioning procedures for existing MV and LV equipment, including shutdown, removal, and disposal.
• Installation methodologies for MV and LV switchgear, protection systems, earthing, and lightning protection.
• Protection relay coordination, settings, and protection philosophy development.
• Testing and commissioning methodologies covering FAT, SAT, relay testing, insulation resistance, and functional testing.
• Comprehensive project schedule with milestones, durations, start and finish dates, and activity sequencing.

Skills Requirements

The tender mandates the following skills and qualifications for personnel involved:

• Operating Regulation High Voltage System (ORHVS) Certificates: Valid certificates for key staff including Health and Safety Officers, with minimum work experience and supporting affidavits.
• High/Medium Voltage Authorized Personnel: Valid installation regulation certificates with at least 3 years of experience, supported by affidavits and references.
• Electrical Engineers or Technologists: Minimum of 3 years' experience in electrical substations, with supporting certificates and affidavits.
• Jointing Electricians / Cable Jointer: Certification for SAQA units (e.g., 58204, 113862, 243668) with at least 3 years' experience, supported by affidavits.
• Protection Systems Grading Specialists: ECSA accreditation for electrical engineers or technologists with experience in protection systems, relay grading, and coordination.
• Project Management and Technical Skills: Ability to develop detailed project schedules, methodologies, and technical documentation, including design, installation, testing, and commissioning plans.

All personnel must submit relevant supporting documents, affidavits, and references, and be prepared for possible interviews and reference checks as part of the evaluation process.
