Objectives

The primary objective of the Emergency Groundwater Supply Project is to connect, re-connect, refurbish, and rehabilitate existing groundwater sources (boreholes and springs) to the municipal water supply system. The project aims to ensure a high standard of water provision that is sustainable, environmentally responsible, and quickly completed, utilizing local labor where possible.

Scope

The scope includes:

• Refurbishment and rehabilitation of eight boreholes and two springs, including cleaning, drilling, casing, development, disinfection, and water quality testing.
• Connection of these groundwater sources into the municipal raw and potable water systems, including civil works such as installation of pipelines, valves, fittings, tanks, and pumps.
• Procurement and installation of pumping and dosing equipment, management of subcontractors, and ensuring water treatment (e.g., Fe removal, disinfection).
• Construction of civil infrastructure, including water pipelines, tanks, and associated civil works, with emphasis on safety, environmental management, and local resource utilization.
• Implementation of environmental management plans, health and safety measures, and coordination of construction activities across multiple locations within the Knysna Municipality.

Technical Requirements

The technical requirements encompass:

• Refurbishment of existing boreholes and springs, including cleaning, casing, development, disinfection, and testing for sustainable yield and water quality.
• Connection infrastructure such as pipelines, tanks, pumps, and Fe removal systems, designed to meet health and operational standards.
• Construction in accordance with SANS 1200 standards, including earthworks, concrete works, reinforcement, and pipe installation.
• Use of approved proprietary materials, proper storage, and handling of cement, aggregates, reinforcement, and other construction materials.
• Implementation of environmental and safety standards, including environmental management plans, health and safety plans, and compliance with Occupational Health and Safety Regulations.
• Provision of "as-built" drawings, quality control, and testing procedures to ensure compliance with specifications.

Skills Requirements

The tenderer must demonstrate:

• Minimum CIDB Designation of 5 CE or higher.
• At least 15 years of relevant experience in groundwater rehabilitation, civil works, and water infrastructure projects.
• Proven experience in refurbishing boreholes, springs, and associated civil and mechanical works, with contactable references.
• Qualified personnel including a Project Manager/Contracts Manager, Site Agent, Foreman (minimum 5 years relevant experience), and Health & Safety Officer, with CVs and proof of qualifications.
• Competence in environmental management, health and safety compliance, and construction supervision.
• Ability to coordinate multiple locations, manage subcontractors, and work under tight deadlines (4 weeks completion period).
• Knowledge of relevant standards, environmental regulations, and construction safety regulations.
