Objectives

The primary objective of this tender is to select a suitably qualified, experienced, and multi-disciplinary Professional Service Provider (PSP), Consortium, or Joint Venture to undertake planning, design, construction, and project management for the development of a new Amathole District Municipality (ADM) offices on a designated portion of Erf 1 in Qumrha, Great Kei. The project aims to address the current space and operational challenges faced by ADM by providing a modern, compliant, and efficient office environment that meets public sector green building standards and enhances service delivery to citizens and communities.

Scope

The scope of work includes:

• Full professional services encompassing architecture, land surveying, quantity surveying, civil, structural, mechanical, and electrical engineering, environmental assessment, occupational health and safety, and contract management.
• Project phases from inception, concept design, design development, technical documentation, construction, to project close-out.
• Investigation and location of existing infrastructure, topography, geotechnical conditions, and environmental resources.
• Development of conceptual and detailed designs, including bid documentation and construction drawings.
• Preparation of cost estimates, project programmes, and progress reports.
• Coordination with relevant authorities for approvals, permits, and service relocations.
• Construction supervision and quality control in accordance with contractual and legal standards.
• Compilation of a comprehensive close-out report confirming completion of all contractual, technical, and administrative requirements.

Technical Requirements

The technical requirements specify that the PSP must:

• Provide a full scope of professional services across all project phases, led by an experienced project manager.
• Ensure compliance with applicable design standards, legislation, and environmental regulations.
• Investigate existing infrastructure, environmental, and service considerations early in the project.
• Develop and submit detailed conceptual and technical designs, including bid documents and construction drawings, for approval prior to construction.
• Prepare and adhere to a project programme with key milestones, including regular progress meetings and monthly progress reports.
• Manage procurement processes, including targeted procurement procedures, and ensure all approvals are obtained.
• Carry out construction supervision, quality assurance, and safety management during the construction phase.
• Complete a comprehensive project close-out report upon completion.

Skills Requirements

The tender requires key personnel with the following qualifications and experience:

• Architect: Registered with SACAP, with proven experience in similar projects.
• Project Manager: Registered with SACPCMP, with at least 10 years of experience.
• Civil Engineer/Technologist: Registered with ECSA, with relevant experience.
• Structural Engineer/Technologist: Registered with ECSA, with relevant experience.
• Mechanical Engineer/Technologist: Registered with ECSA, with relevant experience.
• Electrical Engineer/Technologist: Registered with ECSA, with relevant experience.
• Land Surveyor: Registered with the South African Geomatics Council.
• Quantity Surveyor: Registered with SACQSP.
• Contracts Manager: Registered with SACPCMP, ECSA, SACQSP, or SACAP.
• Environmental Practitioner: Registered with relevant environmental bodies.
• Occupational Health and Safety Practitioner: Registered with SACPCMP or relevant safety bodies.
• All key personnel must have demonstrated experience in managing similar large-scale infrastructure projects exceeding R100 million.

Failure to provide proof of registration and relevant experience will result in disqualification.
